Scope of Work
The Consultant will oversee the implementation and monitoring of the Gender Action Plan (GAP) and all other gender-related activities under the project. The Consultant will ensure timely implementation of project activities in coordination with PMU consultants, consulting and non-consulting service providers, and in compliance with the requirements of ADB and the Kingdom of Tonga.
Detailed Tasks and/or Expected Output
The Consultant’s responsibilities include but are not limited to the following:
- Undertake a gender survey and assessment of beneficiaries of aged care centers and caregivers to ensure their needs and demands are reflected in the services and programs provided.
- Support the implementation of Output 3 activities related to gender aspects, including the Gender Equity and Awareness Program, in close coordination with the Gender/GBV Specialist.
- Assist the international Gender/GBV Specialist in designing and implementing the Gender Equity Awareness Program, providing inputs and support to engage stakeholders, reviewing relevant policies and documents, preparing a GBV prevention strategy, disseminating findings, and performing related tasks.
- Contribute to stakeholder analysis and provide inputs to the communication strategy and consultation plan to ensure effective, gender-responsive stakeholder engagement during implementation.
- Ensure effective and timely implementation of the Gender Action Plan, including conducting training, capacity building, and raising issues requiring government and ADB attention in collaboration with the Gender/GBV Specialist.
- Prepare the Gender Action Plan monitoring report, including sex- and disability-disaggregated data, and contribute to quarterly progress, safeguards, and completion reports, as well as any other gender reports requested by ADB or the government.
- Monitor other consultants’ and contractors’ compliance with their GAP responsibilities.
- Support the senior community coordinator in developing measures to inform and encourage older women to access aged care services and programs.
- Assist with community consultations, awareness campaigns, and media activities to encourage male participation in the caregiving profession.
- Provide gender-related inputs to project documents as needed, including bidding documents, CEMP, EIA, GAP, GRM, and Resettlement Plan.
- Undertake any other tasks necessary for the successful implementation of the project.
Minimum Qualification Requirements
- At least 5 years of demonstrated experience in gender and development.
- Experience with ADB-funded or other development partner projects is highly preferred.
- Strong knowledge of gender issues in Tonga, particularly related to older people, community resources, and gender programs for older people, including those with disabilities.
- A degree in social sciences or a related field is required.

Role Purpose

Gender-based violence (GBV)Background
The Global Survivors Fund (GSF) was launched in October 2019 by Dr Denis Mukwege and Nadia Murad, 2018 Nobel Peace Prize laureates. Its mission is to enhance access to reparations for survivors of conflict-related sexual violence around the globe, thus responding to a gap long identified by survivors. GSF acts to provide interim reparative measures in situations where states or other parties are unable or unwilling to meet their responsibilities. GSF advocates for duty-bearers and the international community to develop reparations programmes. It also guides states and civil society by providing expertise and technical support for designing reparations programmes. GSF’s survivor-centric approach is the cornerstone of its work. Role Summary The intern will be responsible for supporting the activities of the ACT team working on interim reparative measures projects and will report to the Regional Coordinator for Africa. In addition, the intern will provide support to other members of the ACT team, in particular to the ACT management team and the IRM Projects Assistant.
Position Responsibilities
Key responsibilities include but are not limited to the following activities:
• Contribute to data analysis, research, drafting of note and reports related to ongoing or upcoming interim reparative measures projects;
• Participate and report on projects meetings, including with partners;
• Support the organisation of exchanges on lessons learnt;
• Support ACT internal coordination, including the collection of quotes, the update of projects flowcharts, of the mission calendar and other reporting documents;

The Urgent Action Sister Funds are a global consortium of feminist funds that provide rapid and responsive support for women, trans, and non-binary human rights defenders in moments of need, sustaining feminist activism by supporting the resistance and resilience of frontline defenders. Feminist activists around the world seeded Urgent Action Funds to become a nourishing ecosystem that supports the resilience of women.
The Partnerships Facilitator will contribute to the resource mobilization work at the Urgent Action Funds as it generates revenue; builds a community of donor activists; and develops partnerships with funders (including foundations, individuals, and bilateral/multilateral donors) that bring new resources to the Urgent Action Sister Funds and to feminist activists worldwide. A member of the Weaving and Activation Team that acts as the team managing the consortium of the Urgent Action Sister Funds, the Sister Funds’ Partnerships Facilitator will provide critical support to UAF’s fundraising efforts.
CORE RESPONSIBILITIES
● Drive Proposal Development and Reporting: Develop content and write proposals and reports for prospective and current donors, respectively in coordination with the Sister Funds (SF) Partnerships Managing Officer. Where appropriate, work with external consultants.
● Maintain Donor Tracking Systems: Manage and track all reporting requirements, coordinating with the Resource Mobilization (Rainmakers) and Finance staff of each UAF to ensure they can prepare the necessary information according to the established schedule.
● Support Donor Meetings: Prepare donor profiles, talking points, and content for meetings or other engagements with current and prospective donors.
● Lead Prospect Research: Together with the Partnerships Managing Officer, identify donors to prospect and then develop prospecting profiles and likelihood matrices for each donor.
● Inform Rainmaker priorities and support the creation of effective, intentional donor engagement strategies in partnership with the Communications core group and the Leadership and Governance group of the Urgent Action Sister Funds.
QUALIFICATIONS/REQUIREMENTS
● A critical understanding of feminisms, social justice, and human rights issues facing women, trans, gender non-binary, and intersex people
● Demonstrated ability to write compelling proposals and reports to donors, based on at least three years of experience doing so for non-profit organizations or other related or relevant entities that seek funding for their work
● An understanding or experience of working on protection, collective care, or other related issues to security and protection (digital, physical, etc) is desirable

Education YouthProgramme ContextThe FAWE/Mastercard Foundation Phase II Program, titled Second Chance Pathways for Increased Access to Tertiary Education for Marginalized Young Women and Men, is a seven-year initiative (2024–2030) implemented across ten countries: Uganda, Rwanda, Zambia, Malawi, Ghana, Liberia, Tanzania, Zimbabwe, Ethiopia, and Senegal. The program seeks to support over 10,000 marginalized young people aged 15–25 years— including young people with disabilities and refugees—to transition from secondary education to tertiary education and, subsequently, into dignified and fulfilling employment or entrepreneurship. The initiative aligns with the Mastercard Foundation’s Young Africa Works Strategy, which seeks to enable 30 million young people, particularly women, to secure dignified and fulfilling work by 2030. FAWE’s overarching approach emphasizes innovation to create pathways for access to tertiary education, skilling, and dignified work for both young women and men..
Purpose of the ConsultancyThe consultancy aims to develop an Advocacy Strategy that articulates FAWE’s priorities, approaches, and partnerships for influencing education, gender, and employment policies under the Mastercard Foundation Phase II Program. The strategy will serve as a roadmap for advancing systemic and sustainable changes by:
- Identifying policy and institutional reforms to expand equitable access to tertiary education and dignified work;
- Strengthening FAWE’s engagement with national governments, education institutions, private sector actors, and civil society; and
- Promoting visibility, policy dialogue, and stakeholder collaboration at national, regional, and continental levels.
Scope of WorkThe development of the Advocacy Strategy is a critical component of the FAWE/Mastercard Foundation Phase II Scholarship Programme, designed to translate the program’s objectives into actionable advocacy priorities and stakeholder engagement pathways. As a programme-specific strategy, it must be grounded in a thorough understanding of the Phase II proposal—its goals, expected outcomes, and implementation approach. Accordingly, the consultant will be expected to review the Phase II program proposal and other relevant documentation to extract and align the advocacy elements embedded within the program’s design. This review will inform a coherent strategy that clearly articulates what FAWE and its national chapters should advocate for, who the key targets and partners are, and how advocacy will contribute to achieving the programme’s broader outcomes on tertiary access, gender equality, and youth employability.

This consultancy will strengthen the capacity of LAC countries through targeted technical advice, knowledge creation, and strategic input. The consultant will work closely with the UNEP LACO team, providing technical input, knowledge-sharing, advocacy, and communication efforts for REDD+ processes in LAC countries. The consultant will report to the UNEP Programme Management Officer UN-REDD for the Latin America and Caribbean Office and will work from home. The Consultant will work in close coordination with the UNEP’s Climate Mitigation Unit (CMU) / UN-REDD Team and Coordinator in LAC to ensure the effective integration of financial inclusion and gender considerations, alignment with safeguards frameworks, and the successful delivery of UNEP’s objectives across the relevant programmes and projects. Additionally, the Consultant will contribute to strengthening the UNEP CMU LAC team by providing technical input, reports, knowledge management and others related to the UNEP’s role within the UN-REDD Programme, Flagship and RBP Paraguay projects. Specifically, the International Consultant will be responsible for the following roles:- Mapping the current landscape of innovative financing for gender equality in Ethiopia including regulatory frameworks, institutional environment, financing governance market infrastructure and key players.
- Identifying feasible innovative financing instruments being implemented in other African countries/beyond and mechanisms that have potential to be implemented in the country, including capital markets, sustainable banking, insurances, impact investing and funds, and digital financing solutions.
- Identifying the best practices of other African countries on innovative finances for gender equality for learning exchange and to input to recommendation of what will be working in the country,
- Coming up with strategy that would support the Country Office engagement and partnerships with key stakeholders, including private investors, philanthropic organizations, and international financial institutions and raise awareness on innovative financing.

About the role

• To support and advise on gender equality, gender mainstreaming and the implementation of Women, Peace and Security commitments in the implementation of Operations projects;
• To support the development and implementation of targeted actions and programmes to promote gender equality, women’s participation and addressing gender-based violence, gender-based discrimination, harassment and other challenges in the local counterpart institutions.
3. General Tasks and Responsibilities:
• To identify and report on lessons learned and best practices within the respective area of responsibility;
• To contribute and ensure timely reporting on activities within the respective area of responsibility;
• To take account of gender equality and human rights aspects in the execution of tasks;
• To undertake any other related tasks as requested by the Line Manager(s).
4. Essential Qualifications and Experience:
• Successful completion of university studies of at least 3 years attested by a diploma OR a qualification in the National Qualifications Framework which is equivalent to level 6 in the European Qualifications Framework OR/AND a qualification of the first cycle under the framework of qualifications of the European Higher Education Area, e.g. Bachelor’s Degree OR equivalent and attested police and/or military education or training or an award of an equivalent rank; AND
• A minimum of 5 years of relevant professional experience, after having fulfilled the education requirements.
5. Essential Knowledge, Skills and Abilities:
• Analytical skills and knowledge of conducting gender analysis;• Communications skills;• Training skills;• Solid knowledge of EU instruments and standards on gender equality.
6. Desirable Qualifications and Experience:
• Successfully completed one of the established training courses for gender advisors;• International experience, particularly in crisis areas with multinational and international organisations.7. Desirable Knowledge, Skills and Abilities:
