Consultancy Terms of Reference: Developing the “Playbook for Transformative Action to End Child Marriage”

Our vision is a world without child marriage where girls and women enjoy equal status with boys and men and can achieve their full potential in all aspects of their lives. The Girls Not Brides secretariat is committed to accelerating the change needed to end child marriage.  
 
Background and Purpose 
 
The "Playbook for Transformative Action to End Child Marriage” will be developed as an influencing tool to mobilise a diverse range of actors around a shared articulation of what is needed to end child, early and forced marriage and unions (CEFMU), acknowledging context-specific realities. This is based on the recognition of a gap in coordinated frameworks for collective action to end child marriage. 
 
This tool will consist of two key products: a 4-6 pager comprising specific examples and case studies, and a shorter 2-sided visual product. These will be concise and action-oriented, neutrally branded and jointly owned by multiple signatories, highlighting our collective voice and shared commitment to end child marriage.  
 
The ultimate target audiences of this Playbook are actors that operate to address and end CEFMU at different levels: donors (governments and philanthropy); civil society actors; implementers such as INGOs and UN agencies; and grassroot organisations. The main goal is to create a tool that can be used to undertake shared advocacy. 
 
It will be based on existing research and practice-based learning and evidence on what works to end child marriage in different contexts. The Girls Not Brides team will share relevant documents with the consultant/s. It will further be informed by a set of targeted key informant interviews (8-15) with national actors working to address and end child marriage across regions. Where interpretation is required to conduct interviews, Girls Not Brides will arrange and cover this cost. 
 
Consultant Profile & Required Expertise
  • Excellent written communication skills with the ability to write in a style that is clear, concise and accessible
  • Experience producing advocacy tools, briefs and reports targeted at a variety of audiences, including government representatives, donors 
  • Experience in synthesizing complex reports and presenting key findings through clear and effective visual formats
  • Experience with feminist approaches to qualitative research, including cross-cultural consultations and interviews
  • Experience of applying feminist analysis to review evidence and experience to promote gender-transformative action and investment
  • Familiarity with the child marriage evidence base, and knowledge of gender equality, child rights, and international development 
  • Fluent verbal and written English
  • Strong communications and project management skills
  • Ability to keep to deadlines
  • Available for work meetings during UK office hours
  • Spanish / French desirable
