Lead technical preparation for policy approval, including Cabinet endorsement, legislative engagement, and national launch processes
Task 2: Strategic Coordination of GRFP Roadmap Implementation
Coordinate and oversee day-to-day implementation of the GRFP programme across all five components, ensuring coherence, sequencing, and alignment with national, regional, and global gender equality and foreign policy commitments.
Serve as the principal coordination link between UN Women, MFA, MGCSP, and other ministries, ensuring sustained inter-ministerial engagement and joint ownership of GRFP implementation.
Task 3: Technical Support to Institutional Strengthening of the MFA
Support establishment, operationalisation, and sustainability of the Women in Diplomacy Network, including mentorship platforms and leadership development activities.
Assist Liberia’s foreign missions to integrate gender-responsive practices, including gender-sensitive protocol, inclusive diplomatic engagement, and routine GRFP reporting.
Task 4: Strategic Communication, Advocacy & Knowledge Generation
Lead development of GRFP branding, visibility tools, and communication materials aligned with UN Women and MFA standards.
Prepare high-quality policy briefs, speeches, talking points, thematic summaries, and communication products.
Task 5: Regional Normative Engagement & Leadership Elevation
Support Liberia in establishing an “AU Friends of GRFP” Coalition at the African Union or ECOWAS level to promote South–South learning and regional leadership.
Qualifications

The Opportunity

The Individual

Scope of Work

3. Capacity strengthening
3.1. Deliver virtual workshops on gender mainstreaming for national projects. The consultant will prepare basic training materials and run two rounds of virtual workshops, accommodating different time zones. The first round will introduce the gender analysis, to build a shared starting point. The second round will focus on gender mainstreaming in policy and design for circular plastics.
3.2. Establish a network of gender focal points across national projects. Alongside the virtual workshops, the consultant will set up a community of practice of gender focal points nominated by national teams. Regular virtual check-ins will be convened to support peer learning and exchange.
4. Communications
4.1. Review and contribute to knowledge products and communications materials to ensure gender responsiveness. The consultant is expected to actively participate in Plastic Reboot seminars to provide a gender perspective to the discussions, as well as provide technical review of knowledge products and communication materials developed under the integrated programme.

Scope of work
The consultant will undertake a desk-based review and analysis and use this to create a clear and concise report for influencing the UK Government
1 . The review will draw primarily on Countdown 2030 Europe research
2 supplemented with a targeted review of additional sources and case studies alongside 3-4 key informant interviews as needed.
The outputs should:
• Summarise key SRHR financing mechanisms, including innovative financing models:- o Including but not limited to Global Financing Facility, UNFPA Supplies, including its various initiatives such European Investment Bank, Bridge Fund, Match Fund and Compact agreements, IDA 21 and other World Bank related initiatives, Debt-2-Health swaps, results-based financing such as development bond initiatives, volume guarantees.
• Analyse the UK Government’s current and potential engagement with each mechanism.
• Include 2-3 short case studies of successful examples and good practice by other donor governments of SRHR innovative financing and how these could be replicated by the UK Government and innovative finaincing by the UK Government in other areas eg Education or Climate.
• Highlight implications for global equity, particularly with respect to shifting power from high-income to low- and middle-income countries and local actors.- o This should include how SRHR financing mechanisms can and are contributing to the Lusaka agenda.
• Provide an anti-racist and decolonial critique of the mechanisms, including assessment of governance structures and accountability and recommendations for the UK Government based on these.
• Produce high-level, actionable recommendations for the UK Government

The Gender Programmatic Review process includes four main steps.
1. Analysis of gender inequalities across at least six Pacific CO/FO contexts, situated within the framework of the GAP 2022–25 gender programmatic priorities.
2. Analysis of the gender results in the GAP within the national context (the consultant is expected to identify other elements included in the GAP as applicable to the reality of countries and include in the analysis), in order to identify a subset that can potentially be addressed in the country programme, for further analysis.
3. Identification of the gendered barriers and bottlenecks at the root of the selected gender results for each sectoral areas, and develop programmatic solutions to address those barriers, including in light of opportunities and facilitating factors (including institutional factors e.g. strategic alliances, resources, staff gender capacities, data and evidence, accountability) to meet the unique needs of girls and boys in the national contexts so as to enhance gender transformative programming.
4. Guidance and support to the Multi Country Office to articulate results and specify indicators to track progress, as well as accountability standards to support achievement of those results.
5. Documentation of the findings of the GPR in a way that facilitates integration of key agreements and conclusions into UNICEF multi country programme documents.
Linked to this work, the consultant is also expected to engage with UNICEF Pacific Field Offices, external partners and relevant UN agencies to socialize them on UNICEF’s GAP and the Gender and ADAP Strategy of the Pacific Office, actively seeking their inputs into the GPR. The consultant is also expected to conduct dissemination of the main findings of the assessment through the period of the consultancy.

About FVREE
We are the specialist family violence service in Melbourne’s Inner and Outer East. We work alongside victim survivors in responding to family violence.
We provide access and initial response services in partnership with other agencies through The Orange Doors in Croydon and Box Hill, and case management services through our support and recovery team in Ringwood. Being part of the solution is important to us. We work to change attitudes to gender equality to prevent violence from happening in the first place and equip the community to respond to disclosures of abuse. We do through our prevention and education work nationally.

About the Opportunity
As an Advocate in our Support and Recovery team you will work with victim survivors referred through the Orange Door and tailor a support plan to their needs. Alongside practical things like continued risk assessment, safety planning and support to navigate the court system, you’ll work with victim survivors to hold hope, validate experience, and build sense of agency and self-belief.

Tasks and Deliverables
Under the guidance of the Senior Adviser, Gender and Education Plus, as well as collaboration with other staff of the Practice and departments, the consultant or consultancy firm is expected to provide lead support to the following key tasks and deliverables:
Provide support for review of policy and normative frameworks, such as the implementation of the 2026- 2031 Global AIDS Strategy and related 2030 targets through an intersectional gender lens and based on a community engagement and human rights approach; support to deliver and report on SG’s Gender Equality Acceleration Plan and the UN-SWAP 3.0 development;
Provide technical support on the gender dimensions of the Global Fund’s policies and processes. This includes (but not limited to) review of knowledge products from the UNAIDS-Global Fund MOU and partnership; review of reports from Gender Assessment of the National HIV Response, and Global Fund’s funding application processes; support design of interventions and organizations of workshops and webinars to integrate and implement gender transformative approaches on GF-funded HIV programming at the national level, as well as recommendations of gender assessments, analysis and studies in countries
Provide lead data and research support for advocacy and communications purposes (i.e. for reports, statements, internal briefs, related products), and maintain up-to-date resources on the evidence base on gender-related issues; compile and maintain latest data and emerging findings available across a range of issues affecting women and girls in the context of the HIV response (e.g. adolescent girls and women’s rights, CSE, SRHR, gender-based violence, gender transformative good practices); lead on fact-checking, preparing full citations and supporting quality assurance of plans, reports and other knowledge products;

Key requirements
Master’s Degree in a related field (e.g., gender equality, human rights, public health, social or political sciences, etc.).
Relevant professional experience of more than 15 years, including in the field of gender equality in the context of HIV response.
Previous work with UNAIDS or other UN agencies. Experience in gender equality within the UN System is an asset.
Technical knowledge in addressing gender, health, and rights issues in developing country contexts, particularly in relation to gender equality, women’s and girls’ rights in the context of the HIV response.
Strong knowledge of, and links with, networks led by women, girls and key populations living with and affected by HIV.

What you’ll do
Children and young people deserve to grow up in environments that are safe and equal, and that equip them with the skills, knowledge and attitudes to have healthy, respectful relationships. This role works to influence both the policy that sets the standards for safety and equality in young people’s environments (from schools to youth work and the home) and the practice that delivers it.
This is a wide field but is given focus by our organisational strategy, which currently focuses on the behaviour of men and boys, the need to be inclusive of marginalised voices, and feminist leadership.
The role interacts closely with the Under Pressure Support Officer, which co-ordinates our training for professionals who work with young people, and our Policy Officer, as well as the wider Zero Tolerance team.
What we need
The successful candidate will have previous experience in a similar role, in a paid or voluntary capacity, with knowledge and understanding of violence against women and gender equality. You’ll be a skilled communicator with the ability to present complex ideas to a variety of audiences including senior politicians, stakeholders and partners.
You will also have:
- A shared understanding of our vision, values, aims and positions
- Understanding of the Scottish political landscape
- The ability to understand complex policy issues, articulate clear and focused responses, and make judgements based on evidence
- Organisational skills, managing both reactive and planned work
- Proven experience of building networks
