Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.
This consultancy will strengthen the capacity of LAC countries through targeted technical advice, knowledge creation, and strategic input. The consultant will work closely with the UNEP LACO team, providing technical input, knowledge-sharing, advocacy, and communication efforts for REDD+ processes in LAC countries. The consultant will report to the UNEP Programme Management Officer UN-REDD for the Latin America and Caribbean Office and will work from home. The Consultant will work in close coordination with the UNEP’s Climate Mitigation Unit (CMU) / UN-REDD Team and Coordinator in LAC to ensure the effective integration of financial inclusion and gender considerations, alignment with safeguards frameworks, and the successful delivery of UNEP’s objectives across the relevant programmes and projects. Additionally, the Consultant will contribute to strengthening the UNEP CMU LAC team by providing technical input, reports, knowledge management and others related to the UNEP’s role within the UN-REDD Programme, Flagship and RBP Paraguay projects. Education YouthProgramme ContextThe FAWE/Mastercard Foundation Phase II Program, titled Second Chance Pathways for Increased Access to Tertiary Education for Marginalized Young Women and Men, is a seven-year initiative (2024–2030) implemented across ten countries: Uganda, Rwanda, Zambia, Malawi, Ghana, Liberia, Tanzania, Zimbabwe, Ethiopia, and Senegal. The program seeks to support over 10,000 marginalized young people aged 15–25 years— including young people with disabilities and refugees—to transition from secondary education to tertiary education and, subsequently, into dignified and fulfilling employment or entrepreneurship. The initiative aligns with the Mastercard Foundation’s Young Africa Works Strategy, which seeks to enable 30 million young people, particularly women, to secure dignified and fulfilling work by 2030. FAWE’s overarching approach emphasizes innovation to create pathways for access to tertiary education, skilling, and dignified work for both young women and men..
Purpose of the ConsultancyThe consultancy aims to develop an Advocacy Strategy that articulates FAWE’s priorities, approaches, and partnerships for influencing education, gender, and employment policies under the Mastercard Foundation Phase II Program. The strategy will serve as a roadmap for advancing systemic and sustainable changes by:
- Identifying policy and institutional reforms to expand equitable access to tertiary education and dignified work;
- Strengthening FAWE’s engagement with national governments, education institutions, private sector actors, and civil society; and
- Promoting visibility, policy dialogue, and stakeholder collaboration at national, regional, and continental levels.
Scope of WorkThe development of the Advocacy Strategy is a critical component of the FAWE/Mastercard Foundation Phase II Scholarship Programme, designed to translate the program’s objectives into actionable advocacy priorities and stakeholder engagement pathways. As a programme-specific strategy, it must be grounded in a thorough understanding of the Phase II proposal—its goals, expected outcomes, and implementation approach. Accordingly, the consultant will be expected to review the Phase II program proposal and other relevant documentation to extract and align the advocacy elements embedded within the program’s design. Feminist activists around the world seeded Urgent Action Funds to become a nourishing ecosystem that supports the resilience of women.
The Partnerships Facilitator will contribute to the resource mobilization work at the Urgent Action Funds as it generates revenue; builds a community of donor activists; and develops partnerships with funders (including foundations, individuals, and bilateral/multilateral donors) that bring new resources to the Urgent Action Sister Funds and to feminist activists worldwide. A member of the Weaving and Activation Team that acts as the team managing the consortium of the Urgent Action Sister Funds, the Sister Funds’ Partnerships Facilitator will provide critical support to UAF’s fundraising efforts.
CORE RESPONSIBILITIES
● Drive Proposal Development and Reporting: Develop content and write proposals and reports for prospective and current donors, respectively in coordination with the Sister Funds (SF) Partnerships Managing Officer. Where appropriate, work with external consultants.
● Maintain Donor Tracking Systems: Manage and track all reporting requirements, coordinating with the Resource Mobilization (Rainmakers) and Finance staff of each UAF to ensure they can prepare the necessary information according to the established schedule.
● Support Donor Meetings: Prepare donor profiles, talking points, and content for meetings or other engagements with current and prospective donors.
● Lead Prospect Research: Together with the Partnerships Managing Officer, identify donors to prospect and then develop prospecting profiles and likelihood matrices for each donor.
● Inform Rainmaker priorities and support the creation of effective, intentional donor engagement strategies in partnership with the Communications core group and the Leadership and Governance group of the Urgent Action Sister Funds.
QUALIFICATIONS/REQUIREMENTS

Scope of Work
The Consultant will oversee the implementation and monitoring of the Gender Action Plan (GAP) and all other gender-related activities under the project. Detailed Tasks and/or Expected Output
The Consultant’s responsibilities include but are not limited to the following:
- Undertake a gender survey and assessment of beneficiaries of aged care centers and caregivers to ensure their needs and demands are reflected in the services and programs provided.
- Support the implementation of Output 3 activities related to gender aspects, including the Gender Equity and Awareness Program, in close coordination with the Gender/GBV Specialist.
- Assist the international Gender/GBV Specialist in designing and implementing the Gender Equity Awareness Program, providing inputs and support to engage stakeholders, reviewing relevant policies and documents, preparing a GBV prevention strategy, disseminating findings, and performing related tasks.
- Contribute to stakeholder analysis and provide inputs to the communication strategy and consultation plan to ensure effective, gender-responsive stakeholder engagement during implementation.
- Ensure effective and timely implementation of the Gender Action Plan, including conducting training, capacity building, and raising issues requiring government and ADB attention in collaboration with the Gender/GBV Specialist.
- Prepare the Gender Action Plan monitoring report, including sex- and disability-disaggregated data, and contribute to quarterly progress, safeguards, and completion reports, as well as any other gender reports requested by ADB or the government.
- Monitor other consultants’ and contractors’ compliance with their GAP responsibilities.
- Support the senior community coordinator in developing measures to inform and encourage older women to access aged care services and programs.
- Assist with community consultations, awareness campaigns, and media activities to encourage male participation in the caregiving profession.
- Provide gender-related inputs to project documents as needed, including bidding documents, CEMP, EIA, GAP, GRM, and Resettlement Plan.
- Undertake any other tasks necessary for the successful implementation of the project.
Minimum Qualification Requirements
- At least 5 years of demonstrated experience in gender and development.
- Experience with ADB-funded or other development partner projects is highly preferred.

Bosnia and Herzegovina (hereinafter BiH) is known for its rich biological diversity, endemic species, habitats, and a series of relict ecosystems. Species diversity has the highest level of endemism in Europe. Still, despite the country’s rich biodiversity, international obligations, and growing man-induced pressures, nature conservation efforts remain insufficient. Socioeconomic challenges, such as unemployment and poverty, have resulted in both the government and communities focusing on immediate economic priorities rather than environmental issues, including biodiversity. Thus, biodiversity conservation is not seen as a national priority.
Scope of Work
The expert will be responsible for designing and delivering a comprehensive assessment aimed at understanding the current position, roles, and influence of women within the PAs system in BiH, as well as identifying institutional, structural, and socio-cultural factors that enable or constrain their effective participation. This analysis will inform strategic planning within the PAMAs and support the development of more inclusive, equitable, and effective governance models.
The entire process is to be designed and executed in close collaboration and constant communication with relevant stakeholders. The expert will ensure that all deliverables are completed within the specified timeframe and in line with the required quality standards. All deliverables have to be accepted by UNDP.
Deliverable 1: Development of data collection tool(s), approved by UNDP – Due date: December 22nd 2025
Deliverable 2: Situational analysis report on the status, roles, and barriers of women in PAs in BiH, approved by UNDP and presented to stakeholders – Due date: March 6th 2026
Deliverable 3: Operational framework for the inclusion and empowerment of women within PAMAs, with actionable recommendations and a guidance manual for phased implementation, including stakeholder roles, institutional anchoring options, and M&E indicators, approved by UNDP and validated by PAMAs – Due date: April 13th 2026
Required Qualifications
Academic Qualifications/Education: Master’s degree in political science, sociology, environmental sciences, economics, or any other relevant field.
Experience: A minimum of 7 years in conducting policy research, institutional assessments, or program design related to gender equality, social development, or natural resource/environmental governance. Experience in applying gender analysis, gender-responsive planning, and mainstreaming approaches within environment-related sectors. Experience in the development of gender-related strategic documents, recommendations, or operational guidelines. Experience in stakeholder engagement, including international organizations, donors, public institutions, NGOs, business sector, etc.

O Instituto Nacional de Estatística (INE) recebeu uma subvenção da Associação Internacional de Desenvolvimento (AID), instituição do Banco Mundial, para a implementação do Projecto Regional de Estatísticas da SADC (PRESADC), e pretende aplicar parte dos fundos para a contratação de um(a) Consultor(a) Individual – Especialista em VBG/EAS/AS.
Os serviços de consultoria (“Serviços”) visam fortalecer a capacidade institucional do INE na identificação, avaliação e mitigação de riscos de VBG/EAS/AS associados às actividades do Projecto PRESADC, assegurando a implementação efectiva de medidas preventivas e correctivas, em conformidade com as Normas Ambientais e Sociais do Banco Mundial e o Quadro Jurídico Nacional. Mais detalhes sobre os serviços e as responsabilidades da consultoria encontram-se nos Termos de Referência (TdR).
Os requisitos de qualificação incluem: O(a) candidato(a) deverá possuir licenciatura em ciências sociais, ciências humanas, psicologia, direito, estudos de género, ou áreas afins, bem como mínimo de 10 anos de experiência profissional em matérias de VBG/EAS/AS, igualdade de género e protecção de mulheres, crianças e grupos vulneráveis. Deverá demonstrar experiência comprovada na implementação de actividades de prevenção e resposta à VBG/EAS/AS, incluindo campanhas de sensibilização sobre direitos das mulheres, igualdade de género e saúde reprodutiva. É igualmente exigida a participação em pelo menos dois projectos financiados pelo Banco Mundial na área. As candidaturas de mulheres são fortemente encorajadas.
O Contrato terá duração de 24 (vinte e quatro) meses, a partir da data de celebração do contrato.
