Surge is the rapid scale up of humanitarian professionals and resources in emergency settings. Technical Support & Capacity Building

Roles and responsibilities
Technical Support & Capacity Building
- Provide technical guidance on the implementation and use of the Gender-Based Violence Information Management System (GBVIMS) Legacy and GBVIMS+.
- Conduct GBVIMS and GBVIMS+ assessments for new data gathering organizations and prepare implementation plan
- Train and build the capacity of GBV service providers on safe and ethical data collection, storage, analysis, and reporting.
Data Management & Analysis
- Oversee the collection, management, and analysis of GBV data to ensure accurate, secure, and ethical data handling.
- Generate reports and key analysis to inform programming, advocacy, and response.
- Regularly conduct joint data analysis sessions with GBVIMS Task force members
- Ensure data protection protocols and confidentiality principles are adhered to.
Coordination & Collaboration
- Facilitate the in-country GBVIMS taskforce meetings, ensuring consistent and timely information sharing
- Work closely with GBV Sub-Clusters, humanitarian GBV actors, government partners, and relevant UN agencies to strengthen GBVIMS implementation and interoperability.
- Support inter-agency collaboration, ensuring alignment with broader GBV coordination efforts and humanitarian response.
System Administration, Maintenance & Troubleshooting
- Support the setup, rollout, system administration/maintenance and troubleshooting of GBVIMS and GBVIMS+ in humanitarian settings.
- Provide technical assistance on software and data management issues.
- Collaborate with ICT and software development teams to improve system functionality and user experience.
Advocacy & Knowledge Management
- Utilize GBVIMS data to advocate for survivor-centered GBV prevention and response programs.
Compliance & Ethical Standards
- Ensure compliance with GBVIMS data sharing protocols and survivor-centered principles.
Qualifications and Experience
- Advanced university degree in public health, social work, demography, social science, international development and/or related field.
- At least 5 years of programme management and coordination experience, with at least 2 years of implementing a GBV program in a humanitarian context; gender, public health or other related areas, prior experience in region an asset.
- Demonstrated capacity to analyze data/statistics for humanitarian response.
- Strong knowledge and understanding of the GBVIMS and GBVIMS+ system, tools and procedures.
- Demonstrated understanding of issues related to confidentiality, data safety and other ethical concerns related to the sharing of sensitive data between humanitarian agencies.
- Analytical and strategic thinking, results oriented, commitment to excellence and able to work efficiently under high pressure.
- Track record of building strategic alliances and partnerships, strong communication and networking skills; strong organizational skills.
- Good level of emotional intelligence, empathy and conflict management as well as negotiating skills.
- Fluency in English is required.
