Raagsan is a female-led social enterprise that specializes in Social Accountability, Governance and Citizen Engagement with focus in the Horn of Africa. Since 2023, Raagsan has been providing community engagement services through its Daadihiye Citizen Engagement platform to provide timely early warning messages and climate risk guidance to flood- and drought-prone communities along the Shabelle River. This involved disseminating messages on weather forecasts and early warning translating hydrological data via radio programs, SMS alerts, and community workshops to increase community awareness. The organization has also worked closely with the national government, local authorities and community leaders to ensure communities have access to timely and reliable early warning information products.
OBJECTIVES
The objective of this assignment is to strengthen understanding and use of early warning systems among practitioners and community engagement facilitators. The consultant will develop clear and interactive learning materials, produce a community sensitisation guide, facilitate capacitybuilding workshops, and support the project team to document lessons learned from the roll-out of the Daadihiye Early Warning Dissemination Platform.
SCOPE OF WORK
The consultant will be responsible for the following:
• Develop an interactive Early Warning Guide and Community Sensitisation Toolkit, suitable for practitioners and community engagement facilitators.
• Produce a community sensitisation toolkit to support consistent messaging and engagement at community level.
• Support the development of animated video content to translate the package into an interactive video content. The consultant will work closely with Video Animation and Graphic Design Consultant.
• Facilitate training for practitioners and deliver a Training of Trainers (ToT) for community engagement facilitators through virtual and in-person 5 days session.
• Prepare a brief training report summarising the training outcome.
• Support the project team to document lessons learned from the roll-out of the Daadihiye Early Warning Dissemination Platform and produce a learning brief.
QUALIFICATIONS
Raagsan is seeking a consultant with the following qualifications and experience:
• A university degree in disaster risk management, climate change, or a related field.
• Demonstrated experience working on early warning systems, disaster preparedness, and climate risk–related programmes.
• Proven experience in developing training and learning materials.
• Experience facilitating capacity-building workshops and TOTs.
• Strong writing and analytical skills, with experience producing learning or reflection documents.
• Experience working in fragile and humanitarian contexts is an advantage.

The Women Human Rights Defenders International Coalition (WHRD-IC) is a transnational, intersectional feminist coalition of women human rights defenders, feminists, trans and non-binary activists and organisations, and their allies. Our mission is to deepen and sustain the collective power and resistance of WHRDs and their collective organising, across the intersections of movements, issues and regions.
Purpose of consultancy:
The WHRD-IC is seeking a researcher, group of researchers or research organisation to develop a new Global Report on the Situation of Women Human Rights Defenders.
The WHRDIC’s previous Global Report is available here. The new research should be intersectional, cross-issue, cross-regional and cross-movement, reflecting the broad understanding of “women human rights defenders” as women, trans and non-binary defenders engaged in any human rights work and activism, and people of all genders engaged and working on gender and sexuality.
The research will rely on a combination of hired expertise, contributions from WHRDIC members, and structured collaborative processes across the Coalition, its partners and allies.Objectives of the research:
The consultant will produce a global report that:
- Provides an overview of key trends, challenges, threats, and violations faced by WHRDs globally, across regions, identities, and movements.
- Develops a cross-regional, cross-issue, and cross-movement analysis of the human rights work of WHRDs, the evolving risks they face within the contexts of backlash and polycrisis, and the political environments shaping their struggles.
- Identifies new and emerging dynamics in the WHRD landscape while building on previous publications by WHRDIC and its members and foundational collective knowledge.
- Documents and amplifies stories of resistance, resilience, connection, and hope, with a focus on analysing effective feminist tactics and strategies used by WHRDs, as well as the impact and outcomes these strategies generate.

Provides concrete, detailed, and stakeholder-specific recommendations—at international, regional, and local levels—on how WHRDs and their work can be better protected, supported, and funded.

What you’ll be doingAs the CEO of WGEA you have a unique leadership role working within Government and with employers to contribute to understanding of gender equality issues in Australian workplaces. WGEA’s statutory reporting process gathers gender equality data from over 8,000 employers, covering more than 5 million employees. The Role
Working in the Response, Policy and Evidence area of the organisation, the Instructional Designer will develop training and learning products to support capability in the specialist family violence and broader workforces.

Plan International UK strives to advance children’s rights and equality for girls all over the world. Working together with children, young people, our supporters and partners, we're tackling the root causes of gender inequality and child poverty.
Plan International UK is seeking a consultant(s) to support new research that investigates how children and young people in all their diversity engage with online platforms and Artificial Intelligence (AI). The study will examine how these interactions shape children and young people’s negotiation of gender norms, stereotypes, and misogyny. It should also assess the role of platform and AI design in influencing these dynamics. It will identify gaps and barriers to safe online spaces and gather perspectives from multiple stakeholder groups – including children, young people, educators, industry experts, and policymakers – on what inclusive, empowering and gender equitable online environments that are free from misogyny, harmful gender norms and gender-based violence, look like.
In the context of the continued implementation of the Online Safety Act, the latest Relationships, Sex and Health Education curriculum guidance, and the Violence Against Women and Girls Strategy, this research will provide critical evidence of young people’s lived experiences online. Findings will inform Plan International UK’s efforts to tackle the root causes of gendered challenges facing girls and young people.
Expected Qualifications
Given the complexity and scope of this research, proposals must include a minimum of two consultants or a consulting team with proven expertise in gender and social research approaches. The team should demonstrate:
• Extensive experience in designing and delivering qualitative and/or quantitative research initiatives
• Ability to design and implement creative and innovative research methodologies including participatory and youth-centred approaches to generate impactful insights.
• Specialist knowledge of gender studies, social sciences and online safety expertise
• Proven ability to apply intersectional feminist and anti-racist analytical frameworks in research design and analysis
• Practical experience working collaboratively with diverse groups of young people, with a strong understanding of safeguarding and ethical best practices.

Responsibilities and Duties
African Union Advocacy, Influencing & Membership Liaison
Serve as the day-to-day liaison with the African Union Commission and relevant AU bodies including Africa Committee of Experts (ACERWC), Regional Economic Communities and CSO Forum
Monitor AU policy developments, identify advocacy windows, and prepare briefing materials to support strategic engagement.
Build and maintain relationships with AU stakeholders and regional partners.
Support involvement of survivor councils, activists, and membership platforms in AU advocacy opportunities.
Campaign Logistics, Coordination & Member Mobilization

Objectives
Mercy Corps aims to establish an evidence-based, youth-informed definition of wellbeing and a wellbeing framework to guide program design, implementation and measurement.
Given the variability in wellbeing concepts and the need for strong anchoring in humanitarian settings, this process will produce a unified conceptualization, results framework, measurement guidance, and implementation recommendations grounded in literature, internal evidence, and participatory input from young people. The objectives will be achieved through the following elements:
- Synthesize internal and external evidence on wellbeing programming and measurement., including internal documents and datasets (e.g., outcome monitoring indicator data, program evaluations) as well as relevant external research and impact evaluations.
- Conduct participatory consultations with young people to co-define wellbeing and framework components, following a Level 6 participation approach (adult-initiated, shared decisions with youth) on the Ladder of Participation.
- Develop a Mercy Corps Wellbeing Framework for adolescent and youth programs that defines wellbeing, program activities, and measurement options.
Required Experience and Skills
The successful consultant/s should have the following characteristics:
- Strong technical knowledge and practical experience of adolescent and youth development programmes in humanitarian and development contexts.
- Qualifications and professional background in fields related to adolescent and youth development (e.g. education, international development, human rights, gender studies or similar).
- Expertise in monitoring, evaluation and learning, including measurement, results frameworks and indicators.
- Experience of similar assignments in the past five years.

Between 2015-2018, Mercy Corps implemented the Building Resilience through Integrating Gender and Empowerment (BRIGE) program funded by the Cargill Foundation. This program aimed to help resilience programs achieve gender equitable and inclusive outcomes by adopting gender transformative approaches at the household and community levels. The BRIGE program team developed a household and community dialogue curricula, which were tested in three countries (Indonesia, Nepal, and Niger). The BRIGE program ended in 2018, however the BRIGE tools have been adopted and adapted by multiple Mercy Corps programs since then. In 2023, Mercy Corps hired an external consultant to review the BRIGE tools as a gender transformative approach (GTA) and share recommendations on how to strengthen the methodology. In 2025, the tools were updated based on the recommendations.
Mercy Corps is now ready to update and revise the monitoring, evaluation, and learning tools that accompany the refreshed BRIGE curricula. The original BRIGE measurement tools require significant revision to ensure usability, flexibility, and alignment with current program priorities. The revised toolkit will streamline content and incorporate practical qualitative and quantitative measurement options.
Consultant Activities:- Review existing materials: Assess existing MEL guidance and BRIGE toolkit materials to identify gaps, redundancies, and opportunities for streamlining conciseness and usability by program teams.
- Support development of theory of change: Facilitate discussions with the Social Integration and Development (SID) team to build/refine a ToC that explains pathways of change and informs measurement priorities.
- Design revised toolkit structure: Create a detailed outline for the updated toolkit for flexibility, usability, and alignment with program goals.
- Update/ develop integrate measurement and management Guidance: Recommend practical measurement tools (qualitative and quantitative to offer choice to program teams depending on their context), budget guidance, necessary minimum standards to support pathways to change, and operating standards for quality assurance.
Required Experience & Skills:Master’s degree in international development, gender studies or a related field preferred.- 5+ years’ experience working in programs that have a focus on gender equality and social inclusion.

Gender-based violence (GBV) Movement building
The Housing Case Worker is responsible for providing support to women and children who are experiencing homelessness or at risk of homelessness due to family violence. The Housing Case Worker will work closely with clients and Specialist Family Violence Practitioners to develop and implement individualised support plans that address their housing needs and help them achieve their goals.
Main tasks include:
- Conduct assessments of clients' housing needs and develop individualised support plans.
- Provide practical support to clients in securing and maintaining housing, including assistance with applications, referrals, and advocacy.
- Explore innovative, culturally appropriate and curated housing options as alternative to existing systems and services.
- Work collaboratively with other service providers to ensure clients receive comprehensive support.
- Provide psycho-social support to clients and help them build their capacity to manage their housing situation.
- Maintain accurate and up-to-date client records and reports.
- Participate in team meetings and contribute to the development of service delivery strategies.
- Attend relevant training and professional development opportunities.
- Ensure that Wellsprings’ reporting and compliance requirements are met and up to date.
Qualifications
- Tertiary qualifications in social sciences.
Experience and Knowledge and Skills & competencies
- Empathy, compassion, clear decision making, passion to breakthrough complex barriers and make a difference.
- Experience in maintaining partnerships and establishing collaboration with services.
- Understanding of the family violence and housing sectors in Victoria.
- Capacity to advocate for members of disadvantaged communities.
- Capacity or ability to speak community language(s) is strongly desired.
- Demonstrated knowledge of relevant Microsoft Office packages.
- Understanding of feminist frameworks.
- Proven ability and understanding of particular issues that affect migrant and refugee women especially women impacted by family violence, CALD women and women with disabilities.
- Full understanding of intersectionality and trauma informed practice.
- Awareness of Workplace health and safety.
- Time management and ability to manage competing demands.
- The ability to be able to respond to victim survivors at the point of crisis.
- Proven ability to work with less supervision and with a team.
- Well-developed interpersonal skills and emotional intelligence.
- Demonstrated resourcefulness and ability to take initiative and think outside the box.
- Excellent negotiation and communication skills.
- Agility and ability to adapt to changing circumstances.
