Scope of Assignment- 1-on-1 Diagnostic Session: This session will help you understand where the entrepreneur is in their business and what specific challenges or opportunities they are facing.
- Group Coaching Sessions: Lead five 90-minute Technical Coaching sessions over five months, with ten entrepreneurs per group.
- Individual Coaching Sessions: Lead five 90-minute sessions per entrepreneur, over five months. This allows you to provide personalised support, focusing on the individual challenges and goals of each entrepreneur. You can help them apply the concepts they’ve learned, troubleshoot problems, and refine their strategies.
- Progress Tracking: Submit detailed reports after each session, tracking attendance, assignment completion, and progress of entrepreneurs.
- Learning Management System (LMS): Utilise the LMS to track progress, access resources, and submit reports, ensuring familiarity with the platform.
- Group Learning Facilitation: Foster a collaborative learning environment, encouraging peer-to-peer knowledge sharing and support.
- Training and Development: Attend initial training and ongoing Community of Practice meetings to enhance mentoring/coaching skills and stay updated on program best practices.

Education Sexual & reproductive rights (SRHR) HealthAdo Avance Ensemble (AAE) is a 3-year EU-funded programme being implemented in five countries in the West and Central Africa region (Burkina Faso, Benin, Cameroon, Côte d’Ivoire, Togo). The programme runs from August 2022 to July 2025, and it is managed by a Consortium that is organized at three levels and includes the following partners: ABBEF, ABPF, AIBEF, ATBEF, CAMNAFAW (at national level), Ipas and DKT International (at regional level) and Rutgers (at global level).
The Ado Avance Ensemble consortium is seeking the services of an evaluator for the purpose of conducting a final evaluation of the AAE programme according to the terms of reference set out herein. Key details:
Scope
The AAE endline evaluation will look at programme implementation at both country, regional and global level and the interlinkage between those levels such as for capacity strengthening and advocacy strategies. The endline evaluation reports will consist of a global consolidated evaluation report as well as five separate country reports. The consolidated report will include an analysis of key findings from across the five focus countries and at regional level, as well as findings and interlinkages between country, regional and global levels. The successful candidates will be end- responsible for the quality of both the consolidated report as well as the country reports and supporting data and analysis.
The endline evaluation of the AAE programme is expected to cover the five countries where the programme has been implemented: Benin, Cameroon, Togo, Burkina Faso and Côte d’Ivoire.
The programme implementation period spans August 2022 – July 2025.
Requirements for potential candidates
We are looking for a consultant or a team of consultants.
The consultant(s) must meet the following criteria and qualifications which will be assessed using a scoring method during the selection process.
- Proven expertise in conducting multi-country programme endline evaluations
- Proven experience in evaluating SRHR programmes.
- Proven experience in conducting evaluations of EU funded programmes is desired
- Strong quantitative and qualitative data collection, analysis and research skills including statistical methods/skills using SPSS or STATA
- Works from a Human Rights Based approach, assessing the ability of right holders to claim their rights and the role of duty bearers to respect and protect the sexual and reproductive health and rights of AAE ultimate stakeholders
- Has a progressive stance on sexual and reproductive health and rights, specifically young people’s sexual rights and diversity.
- Demonstrated experience or commitment to inclusivity by effectively engaging young people in all their diversity, in the evaluation process.

The Partnerships Manager Role Will involve:
● Managing the sales pipeline, process and responsibility for hitting sales targets

ROLE OF THE POSITION
The role of the Programme Officer is to co-ordinate the effective planning, implementation and evaluation of ARROW’s programme and project activities including reports to ARROW’s funders and to ARROW and to provide substantial contributions to publication outputs. The role also includes developing and sustaining partnerships for the area of work responsible for. The consultant also has to coordinate and facilitate timely and accurate responses to advocacy opportunities at the regional and global levels. Requirement for the Position
- 4 -8 years of relevant experience, including experience in multi-country project management at the regional level.
- Degree or equivalent standard of education in development, public health, gender and women’s studies, social science or any related field.
- Excellent written, verbal and presentation skills (fluency in English is essential; knowledge of other UN languages and key Asia-Pacific languages a plus).
- Strong research and analytical skills, and the ability to summarise and simplify complex information into an accessible form, such as position statements, outcome documents, campaign statements and advocacy briefs for social change.

Responsibilities of the consultant(s)
In a broad outline of the process, the consultants will undertake:
- Defining the project scope and process: Host a session with internal stakeholders to define the scope of the work and the process by which it will be completed.
- Movement-building analysis: Assess how well our current communications highlight our role in building and sustaining the LGBTI movement across Europe. Evaluate how our work with grassroots organisations, activists, and allies is communicated, and identify gaps in visibility or perception.
- Analysis of narrative framing around movement leadership: Analyse the messaging we use to present ourselves as a thought leader and innovator in the LGBTI movement. How can we better frame our leadership role within a broader social movement context?
- Evaluation of engagement through social media and digital platforms: Evaluate how effectively our social media and digital platforms connect us to movement actors, activists, politicians and supporters. Explore opportunities for creating a sense of solidarity and shared purpose within our online communities.
- Evaluation of audience perceptions of ILGA-Europe’s role in movement-building: Examine how our target audiences—activists, grassroots organisations, policymakers, and the public—perceive our role in the LGBTI movement. Are we seen as a key movement driver? Where can we enhance this perception?
- Media engagement strategy for movement amplification: Analyse our relationships with media outlets across sectors and identify opportunities to increase coverage of our movement-related work, such as coalition-building, grassroots support, and intersectional activism.
- Analysis of team role divisions: Assess the effectiveness of the communications team and their work flows and cohesion with the other teams.

Gender-based violence (GBV)The Position:Under the overall guidance of the Representative and the direct supervision and guidance of the Programme Coordinator, the Gender-based Violence in Emergencies Specialist provides leadership and guidance on all aspects related to planning, implementation, monitoring and reporting of UNFPA Afghanistan’s GBViE interventions, including identifying opportunities for partnerships and resource mobilization. The GBV in Emergencies Specialist heads the GBV team and is expected to guide international and national staff.
You would be responsible for:
A. Technical Support and Programming
● Coordinate the development and implementation of the GBV/PSS component of UNFPA’s work, including for feeding into UNFPA’s humanitarian response and formulation of the country programme, as well as strategizing UNFPA’s inputs to joint UN frameworks and humanitarian response plans.
● Manage the implementation of GBV/PSS programme components.
● Ensure UNFPA’s GBV/PSS interventions are survivor-centered and that their design, implementation and reporting are in line with global standards and guidance.
B. Advocacy and Resource Mobilization
● Identify opportunities to mobilize resources for the UNFPA GBV/PSS programme and contribute to development of concept notes, proposals and appeals.
● Prepares donors reports, ensuring timeliness and adherence to donor requirements.
● Identify, analyze, and synthesize information for evidence-based advocacy, resource mobilization efforts and to improve the effectiveness of UNFPA operations.
C. Coordination and Strategic Partnerships
● Participate in other interagency and partnership mechanisms, including relevant working groups of the UN Country Team to ensure UNFPA's involvement and strong partnership with all gender/GBV actors.
● Engage with other UN agencies, including as part of the UN Gender Working Group, to ensure that gender equality and women’s rights issues are effectively addressed in UN frameworks, responses and plans.
● Represent UNFPA at the GBV Sub-Cluster under the Protection Cluster and liaise with other humanitarian clusters and sectors, GBV managers and Gender Advisers in other agencies and organizations .
D. Capacity Building
● Support and advise the country office management and builds knowledge and programming practices in relation to GBV programming.
● Provide technical leadership, management advice and strategic support to the GBV team.
● Strengthen the capacity of staff and partners on the international standards, guidelines and best practices for comprehensive evidence-informed GBV programming.Qualifications and Experience:● Advanced university degree in social work, public health, community health, international relations, international law, human rights or related field.● At least 7 years of specialized experience in GBV programming, 5 of which should be at the international level.
● Experience in managing GBV programmes in a complex humanitarian context.
● Strong record of coordination and management of GBV programmes..
● Experience in utilizing the following internationals tools: Inter-Agency Minimum Standards for GBV in Emergencies Programming; Essential Services Package for women and girls subject to violence; Inter-Agency GBV Case Management Guidelines; GBV Information Management System; IASC GBV Guidelines; GBV Coordination Handbook; WHO Ethical and Safety Recommendations for Researching GBV in Emergencies; and the IASC Guidelines on Mental Health and Psychosocial Support.● Fluency in English is required.

Description of Responsibilities /Scope of Work
Rostered consultants will provide a range of advisory services to clients (UN Women Divisions, Regional Offices or Country Offices, UN Women Training Centre, project teams, and partners as needed). Any other reporting lines and working relationships will be specified at the time of contracting for a specific assignment.
When demand arises in a particular thematic area, pre-selected consultants will be called upon to provide demand-driven services. The range of tasks for the consultant may include applied research, diagnostic missions, provision of strategic and operational advice, training and capacity development activities, strategic development of policy papers, on-site support to programmes, programme evaluation, drafting of policy papers, among others.
Required Qualifications:- Master’s degree or equivalent in International Relations, Political Science, Diplomacy or other related fields, with specialization in any of the thematic areas of expertise listed in the call.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- At least 7 years of progressively responsible work experience at the national or international level in design, planning, implementation, monitoring and evaluation of foreign or development policies and projects, including on gender equality;
- At least 5 years of technical knowledge relevant to the thematic area of interest;
