Introduction
Financial Sector Deepening Africa (FSD Africa) is issuing a Request for Proposals (RfP) for a Senior Gender Analysis and Integration Consultant to provide integrated gender analysis, implementation support, measurement strengthening, and capacity building under the NORAD-funded programme, Mobilising Climate Finance for Resilience and Jobs in Africa.
The assignment will work across the programme’s active workstreams and will combine programme-wide analysis with practical workstream-level integration. The consultant will build on work already completed by FSD Africa’s Gender Unit and Development Impact team, with a strong focus on implementation, usable tools, gender-responsive decision criteria, evidence and institutional handover.
• Indicative contract period: six months, from October 2026 to March 2027, including ongoing implementation support throughout the assignment.
• Primary delivery modality: remote, with targeted virtual engagement and any approved travel where essential.
Project Context
FSD Africa is implementing the NORAD-funded programme Mobilising Climate Finance for Resilience and Jobs in Africa, a multi-year initiative that uses financial-sector interventions to mobilise capital for climate adaptation and nature-positive investment while supporting sustainable jobs, enterprise growth and stronger market institutions across Africa. The active programme portfolio includes an Early-stage Venture Finance Platform, the Nature Finance Innovation Lab (NFIL), the Listed SME Intermediated Fund, Thematic Bonds, PAFMA and APSA institutional-strengthening activities, and Climate Finance Landscape Studies.
The programme proposal commits FSD Africa to integrating women’s rights and gender equality across project design, delivery and outcomes. This includes programme and sectoral gender analysis; gender-disaggregated targets; measurement of women’s economic empowerment through access to finance and quality jobs; a gender lens in investment and grant decisions; gender-responsive financial instruments; and oversight by FSD Africa’s Gender Unit. Norad has also requested an assessment of the programme’s contribution to gender equality with reference to the OECD DAC gender equality classification/marker approach.
Objective
The purpose of this Request for Proposals is to identify a senior consultant to provide rigorous, practical and implementation-oriented gender analysis and integration support across the NORAD programme, ensuring that gender equality considerations are embedded in how interventions are designed, selected, financed, delivered, monitored, learned from and adapted.
Mandatory requirements
Gender Analysis and Integration
• Advanced degree in gender studies, economics, development studies, finance, public policy, climate/environmental studies or a closely related field.
• At least 10 years of relevant professional experience in gender analysis and gender integration, preferably with significant work in Africa. • Demonstrated ability to translate analysis into practical tools, investment/selection criteria, action plans and implementation changes rather than only research reports.
• Demonstrated experience applying gender analysis in financial-sector development, climate finance, investment, SME finance, capital markets, funds or related private sector programmes.
• Strong practical knowledge of gender-lens investing and relevant frameworks/criteria such as 2X, alongside familiarity with donor gender requirements including the OECD DAC gender equality policy marker
