EuroMed Feminist Initiative (EFI) is a policy platform that provides expertise in the field of equality between women and men and advocates for women’s human rights as inseparable from democracy building and citizenship. 

From 15th of September 2026 EFI starts the implementation of a six-month project “Enhancing Institutional Coordination and Survivor-Centred Responses to Violence against Women and Girls (VAWG) in Iraq and the Kurdistan Region of Iraq (KR-I)”, in the frame of the GIZ program “Strengthening Participation, Peaceful Coexistence and Equality in Iraq” (SPACE). The project seeks to support state and non-state actors involved in the follow-up of the 2024 Regional Index on VAWG to adopt more coordinated, preventive, and survivor-centred approaches.

The project builds on the previous process that enabled the inclusion of Iraq and KR-I in the 2024 Regional Index on VAWG. This action focuses on supporting institutional coordination, data and knowledge management, survivor-centred approaches, referral and response systems, professional capacity-building, the sustainability of institutional responses and practical follow-up measures in preparation for the 2027 Regional Index scoring process.

As part of the main activities, the project includes a mapping exercise on existing training materials, institutional practices, survivor-centred approaches, referral systems and capacity-building gaps. The mapping exercise forms part of the follow-up on the implementation of the 2024 Regional Index on VAWG in Federal Iraq and KR-I and aims to support institutional follow-up and survivor-centred practices.

Scope of Work

The researcher or research team will conduct the mapping exercise in Federal Iraq and the KR-I, using desk review, key informant interviews (KIIs), structured questionnaires and surveys with relevant institutions, CSOs, service providers and technical stakeholders.

The mapping will establish an institutional baseline on survivor-centred VAWG prevention and response. It will assess existing training materials and capacity-building arrangements; referral and case-follow-up systems; specialised services and units; confidentiality and case-management practices; institutional coordination; data and knowledge-management systems; and available human, technical and material resources.

The exercise will identify previous capacity-building initiatives, providers, target groups, results and replication mechanisms; highlight priority gaps and opportunities for harmonisation and sustainability; inform the preparation of Training of Trainers (ToT) and internal replication activities for participating institutions and CSOs, and link findings and recommendations to the 2024 Regional Index on VAWG categories. Findings and recommendations should distinguish Federal Iraq and KR-I where mandates, systems or gaps differ.

QUALIFICATIONS

·        Relevant university degree and at least 5 years of experience in research, institutional assessments, women’s rights, VAWG, protection or survivor-centred approaches.

·        Proven qualitative and quantitative research experience, including desk review, KIIs, questionnaires and surveys.

·        Strong knowledge of VAWG response systems, referral mechanisms, survivor-centred approaches, confidentiality, case management, institutional coordination and knowledge management.

·        Understanding of data protection, ethical and do-no-harm considerations in VAWG-related research.

·        Experience working with governmental institutions, CSOs, INGOs or donor-funded projects, with strong analytical, drafting and presentation skills.
