Background
The MENA Women and Gender Constituency (WGC) is a regional coalition of feminist organizations, climate activists, and gender justice advocates dedicated to advancing gender-responsive climate action across the Middle East and North Africa. Originating from the regional Feminist Task Force, the MENA WGC functions as a critical platform for amplifying the leadership, voices, and lived experiences of women and marginalized groups who are disproportionately impacted by environmental degradation and climate instability. Positioned as a vital regional counterpart to the global Women and Gender Constituency under the United Nations Framework Convention on Climate Change (UNFCCC), the network actively bridges the gap between local communities and international climate policy, ensuring that regional climate solutions are fundamentally grounded in human rights, inclusivity, and gender justice.

The MENA WGC has identified a need to strengthen its organisational foundations, including internal governance, coordination, communication, and mechanisms for collective decision-making. At the same time, members have highlighted the importance of strengthening their thematic and practical capacities in areas relevant to the constituency’s regional engagement, including advocacy, strategic communication, policy engagement, coalition-building, and other priorities identified collectively by members.

Therefore, elbarlament will provide three online sessions of capacity building support to MENA WGC members, complementing the constituency’s group work during the Regional Network Meeting. The activity will combine thematic capacity building with organisational and network development. The thematic focus will be identified through consultation with  MENA WGC members prior to the activity, ensuring that the training responds directly to their priorities and practical needs.

Objectives
The capacity building activity aims to:
● Strengthen the thematic and practical capacities of MENA WGC members in priority areas identified by the network, including advocacy, coalition-building, strategic communication, and stakeholder engagement.
● Identify key governance, coordination, and communication priorities to support more effective collaboration and collective action within the MENA WGC.
● Develop a shared regional advocacy and cooperation framework, including collective priorities, communication and visibility approaches, and engagement with regional and international partners
 
Qualifications and Experience 
The consultant should have: 
● Strong experience in gender equality, climate justice, women’s participation, and the gender–climate–peace and security nexus. 
● Proven experience delivering participatory online trainings on climate advocacy, coalition-building, strategic communication, or related topics. 
● Experience supporting women-led or gender-focused networks in advocacy, coordination, and regional cooperation. 
● Good understanding of climate policy and civil society advocacy processes, particularly in the MENA region. 
● Experience working with MENA-based climate or women’s rights networks (preferred). 
● Strong facilitation and communication skills in Arabic and English, with the ability to engage diverse participants and translate discussions into practical outcomes.
