National Consultant for Sexual Misconduct Risk Assessment is recruited to conduct sexual misconduct risk assessment of WHO country office Myanmar to identify the needs, gaps, and risks and to develop the risk mitigation plan.

Sexual misconduct has a devastating and enduring impact on the mental, physical, and emotional welfare of victims/survivors, who may be WHO staff, collaborators, and members of the public in locations where WHO and our implementing partners operate. Sexual misconduct is an abuse of trust and confidence, directly disregarding the human rights, values, and principles for which WHO stands. WHO maintains zero tolerance towards sexual misconduct and inaction against sexual misconduct, as well as any form of retaliation against those who report or participate in investigations.

In line with the WHO Policy on Preventing and Addressing Sexual Misconduct (PASM) and "Zero Tolerance in Practice: WHO Strategy to Prevent and Respond to Sexual Misconduct (2026–2029)", WHO country offices are required to conduct regular and annual sexual misconduct risk assessments to identify, mitigate, and monitor operational and contextual risks. To fulfill these organizational requirements for 2026, the WHO Country Office Myanmar is conducting an independent risk assessment covering its core operations as well as emergency preparedness and response activities.

Under the overall guidance and oversight of the Responsible Officer, the national consultant will perform an independent sexual misconduct risk assessment of WHO Country Office Myanmar’s internal management, programs, and emergency preparedness and response operations.

Qualifications, experience, skills and languages

Essential: Minimum first university degree in management, public health, public health administration, social sciences, gender, law, human rights, international development, international relations, or other development-related fields.

Desirable: Master or advanced degree in related fields. Specialized training in PSEA/PRS, gender mainstreaming, human rights, or gender-based violence (GBV).

Essential: 5 to 10 years of relevant experience in sexual exploitation and abuse prevention, sexual harassment, gender-based violence, staff misconduct, or humanitarian affairs.

Desirable: Practical experience working in safeguarding, child protection, gender-based violence (GBV), or PSEA within emergency response, or humanitarian contexts. Demonstrated experience conducting sexual misconduct risk assessments or PSEA/PRS assessments within UN agencies or international non-governmental organizations (INGOs).
