We work to improve sexual rights, to improve access to sexuality education and access to contraception and safe abortions, and to prevent sexual violence.  

Your role
As Planning Monitoring Evaluation and Learning (PMEL) Advisor, you will play a key role in Health Happens Here, a multi-country programme that started in January 2026 in Benin, Burkina Faso, Ethiopia, Kenya and Uganda in order to strengthen health systems and advancing Sexual and Reproductive Health and Rights (SRHR) for young people and marginalised groups. Rooted in the everyday realities of young people, this four-year initiative combines research, technical support, local partnerships and innovation to create lasting impact. 

You will lead and support PMEL processes across the programme, helping partners and colleagues to generate evidence, measure progress, learn from results and use insights to improve decision making and maximise impact. In addition, you contribute to organisational learning, strengthen PMEL capacity among partners, and support donor accountability and resource mobilisation efforts.

Your Profile
We are looking for an experienced, analytical and collaborative PMEL professional who enjoys turning evidence and learning into meaningful action. You are curious, structured and able to connect people, data and insights across different cultural and organisational contexts. You are comfortable advising colleagues and partners, facilitating learning processes and translating complex information into practical recommendations.

You bring
  • A bachelor’s or master’s degree in social sciences, behavioral sciences, public health or a comparable field;
  • Experienced (at least 5 years) PMEL professional with up-to-date knowledge of PMEL methodologies and the development of robust monitoring and learning frameworks in international development, public health or/and social impact programmes; Specific experience working on SRHR and/or health programmes is a plus.
  • Experience in developing and leading on multi-country evaluations as per the IOB criteria;
  • Contribute to the design and implementation of the annual planning, learning and reporting cycle, including internal learning sessions to recommend and support implementation of changes based on learning and evaluations;
  • Experience designing and facilitating training, workshops or capacity-strengthening activities;
  • Strong analytical and communication skills, with the ability to present findings to a variety of audiences;
  • Fluency in English with a professional proficiency in French and Dutch, spoken and written; 
  • A collaborative mindset and the ability to work effectively with partners from different cultural backgrounds;
  • Experience working with external consultants, researchers, academics, and strategic partner;
  • Knowledge of and demonstrable experience with reporting in IATI and training of others in reporting through IATI through tools such as Aidstream
