Background
Women in Nasarawa State play a critical role in agriculture, trade, micro-enterprises, household care, and community development. Despite their significant contributions to local economies, women continue to face multiple barriers that limit their economic participation and resilience. These barriers include constrained access to finance and credit, limited ownership and control of land and productive assets, inadequate access to markets and enterprise support services, unequal access to digital technologies, and a disproportionate burden of unpaid care and domestic work.
Climate change is further exacerbating these challenges by affecting agricultural productivity, increasing livelihood vulnerabilities, disrupting market systems, and reducing income-generating opportunities for women and their households. In rural communities such as Nasarawa Eggon Local Government Area, climate-related shocks including erratic rainfall, flooding, land degradation, and declining natural resources have significant implications for women's economic security and decision-making power.
To support evidence-based programming and policy advocacy aimed at advancing women's economic empowerment and climate resilience, Women Environmental Programme (WEP) seeks to engage a qualified consultant to undertake a Gender-Climate-Resilient Economic Analysis in Nasarawa State, with a specific focus on Nasarawa Eggon LGA. The study will assess the barriers and opportunities affecting women's economic participation and examine how climate change impacts women's livelihoods, enterprises, and economic resilience.
Objectives of the Assignment
The overall objective of the assignment is to conduct a Gender-Climate-Resilient Economic Analysis that generates evidence on the barriers, opportunities, and climate-related challenges affecting women's economic empowerment in Nasarawa State, particularly Nasarawa Eggon Local Government Area, and to identify practical recommendations for strengthening inclusive and resilient livelihoods.
Scope of Work
The consultant is expected to design and apply mixed-methods, gender-responsive and disability inclusive methodology to undertake the following tasks:
• Desk review of relevant secondary data on climate, livelihoods, gender and disability inclusion, financial inclusion, agriculture and market systems in Nigeria and Nasarawa State.
• Household and enterprise-level survey with women, including women with disabilities, disaggregated by sex, age and disability.
• Key informant interviews with market actors, financial institutions, government bodies, community leaders and women's rights organizations.
• Focus group discussions with women farmers, women-led MSMEs, VSLA members, young women and women with disabilities, using accessible and safe formats.
Application Eligibility Applicants must:
• Have a minimum of five years of relevant professional experience in gender, climate resilience, livelihoods or economic research.
• Demonstrate expertise in gender analysis, climate-vulnerability assessment or related economic research methods.
• Have familiarity with Nasarawa State or similar contexts in North Central Nigeria.
• Have excellent analytical and report-writing skills in English.
• Be available to complete the assignment within 6 weeks of contract signing, including field work in Nasarawa State, with special focus on Nasarawa Eggon LGA.
• Be committed to safeguarding, inclusion and ethical research practice.
• Be compliant with relevant national laws and regulations.
