Background
The Global Survivors Fund (GSF) was launched in October 2019 by Dr Denis Mukwege and Nadia Murad, 2018 Nobel Peace Prize Laureates. Its mission is to enhance access to reparations for survivors of conflict-related sexual violence around the globe, thus responding to a gap long identified by survivors. GSF acts to provide interim reparative measures in situations where states or other parties are unable or unwilling to meet their responsibilities. GSF advocates for duty bearers as well as the international community to develop reparations programmes. It also guides states and civil society by providing expertise and technical support for designing reparations programmes. GSF’s survivor-centric approach is the cornerstone of its work.
Role Summary
We are seeking an experienced and motivated Senior Technical Registry Officer to lead the technical design, deployment, governance and management of a secure, credible, survivor centred and ethically governed digital Victims’ Registry for survivors of conflict-related sexual violence in Sudan. The position combines technical leadership, planning, information management, data protection, trauma-informed coordination and capacity strengthening. The successful candidate will work closely with the Sudan Hub team, AWAFY and other implementing partners, GSF’s Risk & Compliance Officers, GSF’s IT service provider, software suppliers, and external governance bodies to ensure the registry meets the highest standards of security, confidentiality, survivor-centred approach and operational effectiveness.
Education and Experience
• Master's degree in computer science, software engineering, information systems, or another relevant field;
• At least 7 years of professional experience designing and implementing digital registries, case management systems or equivalent beneficiary systems in humanitarian context;
• Demonstrated experience in software procurement and vendor management.
• Experience handling highly sensitive personal data and developing data governance frameworks;
• Proven experience developing SOPs, policies and operational procedures for digital systems;
• Strong knowledge of registry architecture, cloud-hosted solutions, security and interoperability standards;
• Experience conducting trauma-informed training and capacity-strengthening activities.
