Background and Context
The Syria Joint Response (SJR) 2024–2026 is a DRA-funded consortium programme operating in Non-Government Controlled Areas (NGCA) of Syria, led by War Child Alliance (WCA) in partnership with five Syrian NGOs: Independent Doctors Association (IDA), Humanitarian Relief Association
(IYD), and Ghiras Al-Nahda (GAN) in Northwest Syria (NWS), and Ashti Centre for Peace and Development (Ashti) and Dan for Relief and Development (DRD) in Northeast Syria (NES). The consortium delivers a comprehensive, integrated package of Education, Mental Health and Psychosocial Support (MHPSS), Health, Nutrition, Shelter, WASH, Livelihoods, and Protection services across Idleb, Raqqa, Deir-ez-Zor, and Al-Hasakeh governorates.
Context
From a gender perspective, women and girls across Syria continue to bear the direct and indirect burden of violence and hostilities. They face human rights violations including unlawful killings, arbitrary deprivation of liberty, and gender-based violence (GBV). Women-headed households have higher economic vulnerability and food needs. Overcrowded, unsafe, and undignified living conditions in camps affect women and children disproportionately – in NWS, 79% of camps are critically overcrowded, and in NES, 95% of sites lack adequate infrastructure such as women- and girl-friendly spaces and gender-segregated WASH facilities.
Child marriage remains widespread: 84% of children live in locations where child marriage is an issue for girls aged 15–17. Caregivers report behavioural issues among girls aged 6–12 resulting from negative gender norms and traditions. The prevalence of child labour disproportionately affects adolescent boys aged 14–17.
Regarding disability, children with disabilities had particularly low levels of wellbeing across all target areas. The consortium recognises the need to strengthen disability-inclusive programming and to better understand and address barriers faced by persons with disabilities (PwD) in accessing services.
Purpose
War Child Alliance, on behalf of the SJR 2024–2026 NGCA consortium, seeks to engage a qualified Gender and Inclusion Consultant to strengthen the consortium’s capacity for gender-sensitive and disability-inclusive programming across NWS and NES.
Essential Qualifications
1. Advanced degree (Master’s or equivalent) in Gender Studies, Social Sciences, International Development, Human Rights, or a closely related field.
2. Minimum of 7 years of professional experience in gender and inclusion programming in humanitarian settings, with demonstrable experience in the Middle East and North Africa (MENA) region.
3. Proven experience conducting gender analyses and disability needs assessments in complex, conflict-affected contexts, ideally within compressed timeframes.
4. Experience with IASC Gender with Age Marker (GAM) application and analysis.
5. Strong knowledge of disability inclusion frameworks, including experience with the Washington Group Questions (WGQ).
6. Experience designing and delivering gender and inclusion capacity-building programmes for local/national NGOs.
7. Fluency in English and Arabic
8. Excellent analytical, facilitation, and report-writing skills, with the ability to produce concise, actionable outputs.
9. Demonstrated ability to manage multiple concurrent workstreams under tight deadlines.
