RESPONSIBILITIES
- Providing technical advisory support on human rights-compliant, gender-responsive and non-discriminatory border management, with a particular focus on security-sector institutions.
- Leading the project’s human rights and gender analysis during the inception phase and translating findings into operational priorities, safeguards, mitigation measures and monitoring requirements.
- Supporting security institutions in integrating human rights, gender equality and disability inclusion into policies, procedures, training and operational practices, including migrant handling, protection of vulnerable persons and respect for the principle of non-refoulement.
- Strengthening institutional accountability through improved complaints handling, internal oversight and cooperation with the National Human Rights Commission, its Committee for the Prevention of Torture and relevant civil society organizations.
- Advising on human rights and data-protection safeguards related to registration, biometric data and information sharing, and monitoring related risks across project activities.
- Supporting gender units, human rights structures and frontline personnel through practical guidance, peer exchange and quality assurance of training and training-of-trainers approaches.
- Ensuring that human rights and gender considerations are integrated into project planning, implementation, monitoring, reporting and cooperation with Lebanese and European partners.
REQUIRED QUALIFICATIONS, COMPETENCES AND EXPERIENCE
- University degree in Human Rights, Law, International Law, Political Science, Gender Studies, Migration Studies, Security Studies, International Relations, Social Sciences or a related field.
- Additional professional training in international human rights law, international humanitarian law, migration and refugee protection, gender equality, security-sector governance or institutional oversight is considered an asset.
- Minimum of 5 years of relevant professional experience in human rights, gender equality, migration governance or security-sector governance.
- Proven experience working with armed forces, law-enforcement agencies or other security-sector institutions on human rights, gender equality and institutional accountability.
- Experience translating human rights and gender standards into operational procedures, policies, training curricula, practical guidance or complaints and oversight mechanisms.
- Experience engaging with national human rights institutions, preventive mechanisms against torture, and oversight bodies
- Experience facilitating cooperation between security institutions, national human rights bodies and civil society organisations.
- Strong knowledge of non-refoulement and the rights and protection needs of migrants, refugees, asylum seekers, returnees and other vulnerable groups, including women, children and persons with disabilities.
- Experience supporting procedures for migrant identification, screening, referral, reception, detention or return, as well as human rights risk analysis and safeguarding.
- Experience developing or quality-assuring human rights and gender training for security personnel; experience with training-of-trainers approaches is an asset.
- Contributing to exchanges with European human rights, oversight and border-management institutions.
- Experience with European Union-funded or other internationally funded projects is an advantage
- Proficiency in Arabic and English
