BACKGROUND

The Caribbean Community Climate Change Centre, in partnership with the Government of the Commonwealth of Dominica (GoCD), is implementing the Green Climate Fund-funded project entitled “Dominica Community Resilience Enhancement Project (DOMCREP)”. The aim of DOMCREP is to promote resilient and sustainable small-scale interventions in eight communities identified as the most vulnerable to climate change impacts. The project seeks to significantly reduce the effects of climate-induced hazards and extreme weather events on the lives and livelihoods of these communities by strengthening resilience at the local and national levels.

DUTIES AND RESPONSIBILITIES
1. Assume administrative responsibility and technical lead for the implementation, and if necessary, the updating of the Project’s Gender Action Plan
2. Review relevant documentation and literature inclusive of the project’s Gender Assessment and Action Plan to ensure the inclusion of gender and social considerations in all project activities
3. Ensure that gender monitoring and evaluation systems and tools are developed and tested to ensure the collection of reliable data.
4. Track gender indicators to promote gender equality, women’s empowerment, and social inclusion across all project activities.
5. Ensure that cross-cutting issues such as participation, gender, age and disability are effectively documented and addressed in all project interventions. 
6. Support the Project Management Unit (PMU) and project technical experts in integrating gender in the planning, implementation, monitoring, evaluation and reporting aspects of the project. 
7. Provide training and targeted capacity-building to the Project Management Unit and coimplementation entities on Gender and Socal considerations
8. Provide technical input to mitigation measures and actions relating to social safeguards emanating from the Environmental and Social Action Plan and provide periodic reports. 
9. Contribute to the development of content and communications of campaign materials to support DOMCREP’s efforts to promote gender, women’s empowerment, and social inclusion.
10. Alert the Project Manager when corrective actions are required to ensure that the planned outcomes are met, including flagging operational issues and risks requiring timely actions.

LOCATION OF ASSIGNMENT

The Gender and Social Inclusion Specialist will be stationed in Dominica at the office designated by the Government of the Commonwealth of Dominica (GoCD).

QUALIFICATIONS AND EXPERIENCE
Minimum of a Bachelor’s degree in Sociology, Social Work, Humanities, Gender Studies, social studies, international development, Geography, or a relevant field. 
  • At least 5 years of demonstrated experience in the technical area of gender mainstreaming, community development OR social safeguards risk assessment and mitigation.
  • At least 3 years of demonstrated experience undertaking participatory community engagement, youth development work for international organizations and donors such as GCF, GEF, World Bank, IADB, UN.
  • Demonstrated experience working in human rights, or with vulnerable groups.
  • Demonstrated experience working with government or projects on safeguards, stakeholder consultation, community engagement and planning.
  • Demonstrated experience carrying out participatory gender analysis- collecting a sexdisaggregated data and preparing gender responsive project reports.
  • Demonstrated ability to provide relevant, well-grounded, and high-quality analytical inputs to operations with a focus on results.
