IUCN is the lead executing agency for GEF International Waters project “Fostering Water and Environmental Security in the Ma and Neun/Ca Transboundary River Basins and Related Coastal Areas (Ca/Ma) between Viet Nam and Lao PDR. The goal of the project is to strengthen transboundary cooperation over shared water resources. FAO is the GEF Agency for both projects, which started in early 2024 and will continue until 2028.

IUCN serves as the Project Management Unit for the Ca-Ma project and it is based IUCN’s offices in Hanoi. The PMUs are composed of a Chief Technical Advisor and two National Coordinators, one in each country. Viet Nam’s Department of Water Resources Management and the Lao PDR Department of Water Resources are the government counterpart agency for this project.

The project is preparing a Transboundary Diagnostic Analysis (TDA). A TDA is a scientific and technical assessment, through which the water-related environmental issues and problems of a region are identified and quantified, their causes analyzed and their impacts, both environmental and economic, assessed. The analysis involves an identification of causes and impacts at national, regional, and global levels and the socio-economic, political and institutional context within which they occur. The project will also develop Strategic Action Program (SAP) and National Action Plans (NAP) for the two river basins ensuring that gender and ethnic minority considerations are systematically mainstreamed throughout both the SAP and NAPs.

IUCN wishes to recruit a staff person to support Gender and ethnic minority for Ca-Ma project. This role ensures that project is gender-responsive and evidence-driven and will cover gender and ethnic minority related work in Viet Nam and Lao PDR.

REQUIREMENTS
• Bachelor’s degree in Gender Studies, Social Sciences, Anthropology, Rural Development, Community Development or a related field; Master’s degree is desirable.
• At least 5 years of professional experience in gender equality, social inclusion, ethnic minority engagement, or community development projects, experience with GEF an advantage.
• Experience working with government agencies, development partners, and local communities.
• Knowledge of gender mainstreaming tools and social safeguards
• Excellent analytical, facilitation, and communication skills.
• Fluency in English and Lao languages; knowledge of ethnic minority languages is an asset.
• Ability to work effectively in a multicultural and multinational environment.
