Background
CHOICE for Youth & Sexuality is setting up a new youth-led programme called When You(th) Lead funded by the Dutch Ministry of Foreign Affairs. The programme aims to increase young people’s access to youth-friendly sexual and reproductive health and rights (SRHR) services and knowledge, so that all young people can fully realise and enjoy their SRHR and bodily autonomy. When You(th) Lead will be entirely run by young people, implemented from 2026-2029 by CHOICE in partnership with three other youth-led organisations (YLOs) based in Ethiopia, Uganda and Kenya.
The programme has three change areas:
1) Strengthening young people’s and youth-led organisations' knowledge, skills, and active participation in SRHR
2) Improving the supply of youth-friendly SRHR services
3) Fostering a supportive social, cultural, and political environment for young people's SRHR
The programme is working with a Theory of Action which articulates the assumptions underpinning the relationships in the results chain between activities, output and outcome. This Theory of Action was co-created through a collaborative process between CHOICE and the three youth-led partners.
A robust MEAL framework has been developed, with indicators to be monitored and evaluated throughout the programme’s lifespan, including key indicators for the baseline, mid-term and end term evaluations.
As part of the inception of the programme, CHOICE is seeking a qualified Baseline Consultant to establish the starting point for selected programme results. This consultancy assignment will help CHOICE and partners understand the current situation before or at the early stage of implementation, to adjust activities and assess the change observed in that indicator in future evaluations.
Eligibility
Applicants must have a KVK registration, or equivalent registry at a Chambre of Commerce in their country of residence. For applicants outside of the Netherlands, you must note “VAT excluded” on all invoices. Whilst the programme is youth-led, we encourage applicants of all ages to apply.
