Climate & Environmental justice Health Sexual & reproductive rights (SRHR)
Plan International is an independent development and humanitarian organization that advances children’s rights and equality for girls through multisectoral approaches. Our work on adolescent sexual and reproductive health and rights (SRHR) has grown over the past decade and is underpinned by a gender-transformative approach aiming to tackle root causes of gender inequality and shifting unequal power relations that shape the prevailing social and gender norms that control girls’ sexuality in both development and humanitarian context.

Background
Climate justice and reproductive justice are inextricably linked. The climate crisis is also a SRHR crisis and to achieve sustainable and effective climate action, we need to ensure SRHR and gender equality. Barriers to the realisation of SRHR inhibit progress toward gender equality and can impede climate action. At the same time, the impacts of climate change may negatively affect SRHR, for example, through interruptions in sexual and reproductive health information and services caused by extreme weather events. While climate change impacts all genders, girls and young women face heightened vulnerability to the effects of climate change, in large part due to gender inequality.

The realisation of SRHR is vital for strengthening resilience and improving adaptive capacity of all adolescents and young people, especially girls and young women in all their diversity. Despite growing recognition, policy coherence between climate action and SRHR remains limited. There is a need for targeted, evidence based programming and advocacy to influence policy makers, donors, and global platforms.

Plan International is looking to deepen its work at the intersection of climate change and SRHR, building on existing programmes in this area and ongoing research. To underpin this work and ensure a strategic and coherent approach and strategic messaging, Plan International seeks to develop a high-quality, evidence-based policy brief.

Purpose
This Consultancy will provide clear positioning and evidence for Plan International’s programmatic and influencing work around the intersection of SRHR and Climate Change. The policy brief to be developed will focus on how climate change is impacting the SRHR of girls and young people, profile case studies, include clear messages and actionable policy recommendations for decision-makers. It will draw on internal and external evidence, programmatic resources and advocacy frameworks to articulate robust, rights-based and evidence-based positions and recommendations to support Plan International’s work to advance children’s rights and gender equality, with a particular focus on girls and young women.

Selection Criteria for Consultant(s) 
Bidders will be evaluated against the following criteria: 
• Post-graduate qualification in international development, public health, gender studies, climate policy or a related field. 
• Proven expertise in SRHR, gender equality, and/or climate change policy 
• Strong understanding of the intersections between climate change and gender/SRHR 
• Demonstrated experience producing high-quality policy briefs or advocacy materials 
• Experience working with international NGOs and/or youth-focused programming is an asset
