Objective and Purpose of the Assignment
The regional technical assistance (TA) project, “Investing in Resilience to Extreme Heat: Sector and Gender-Responsive Adaptation Solutions,” was approved by the Asian Development Bank (ADB) to reduce risks from extreme heat by increasing investments that strengthen resilience in key sectors and address gendered vulnerabilities. The TA will support three developing member countries (DMCs), Bangladesh, Thailand, and Timor-Leste. It will integrate gender-responsive extreme heat adaptation measures into investments through: (i) undertaking impact assessments of extreme heat adaptation solutions for sector investment projects; and (ii) developing knowledge and tools on integrating extreme heat risks and associated gendered vulnerabilities, including case studies and sector-level guidance and tools. The TA is expected to result in at least two sector investment projects integrating extreme heat adaptation and the development of four knowledge tools to support DMCs in future climate- and gender-responsive investment decisions.

The Country Coordinator will support the implementation of technical assistance (TA) activities in Timor-Leste by facilitating coordination among ADB, government agencies, executing and implementing partners,
consultants, and other relevant stakeholders. The consultant will ensure that country-level activities are well organized, timely, inclusive, and aligned with national priorities and TA objectives.
The consultant will support stakeholder engagement, data gathering, and the coordination of meetings, consultations, workshops, and other TA-related activities to facilitate effective implementation. The role will also support all relevant output-related work in Timor-Leste, including assessments, case
studies, inputs to sector guides, training organization, and the development of training materials related to extreme heat adaptation and gender-responsive approaches. In addition, the consultant will support coordination between the TA team, ADB resident mission, and local partners to ensure alignment
and effective implementation at the country level.

• Bachelor’s degree in climate change, climate policy, environment, development studies, or a related
field.
• At least 7 years of relevant experience in coordinating or managing climate change, adaptation,
resilience, or environment-related projects.
• Demonstrated experience working with government institutions and multi-stakeholder platforms.
• Familiarity with operations of ADB or other multilateral development partners is preferred.
• Strong coordination, facilitation, and communication skills, including experience organizing
consultations and workshops.
• Experience in data collection, documentation, and reporting is an advantage.
• Demonstrated understanding of gender-responsive approaches and inclusive engagement is desirabl
field.
