Background/context
Pacific Women Lead (PWL) is Australia’s flagship regional gender equality investment for the Pacific, delivered over 5 years through an AUD 170 million investment. SPC is an implementing partner of the program, working broadly to advance three programmatic outcomes; to promote women’s leadership, realise women’s rights and increase regional effectiveness.
PWL at SPC will commence next phase from July 2026 onwards, with continued funding from the Australian Government through the Department of Foreign Affairs and Trade (DFAT). Much of the foundational work was solidified in the current phase to allow for deepened engagement across the region on the same priorities and increased support for SPC’s member governments.
A key component of PWL at SPC’s next phase is through the SPC Gender Equality Flagship’s gender mainstreaming efforts. Noting that a whole-of-government approach to the integration of gender equality is a priority for governments, SPC will work closely with member governments to implement gender transformative initiatives across key agencies and ministries. Building on the lessons learnt from the Fiji Government’s Institutional Capacity Development (ICD) initiative, SPC will take a regional approach through the establishment of the Pacific Gender-Responsive Institutional Transformation (GRIT) initiative. SPC will work with member governments in a phased approach to implement regional efforts under PWL’s next phase. To initiate the groundwork for Pacific GRIT, SPC requires technical coordination and support in terms of the planning, design and readiness mapping that would be crucial to next phase.
SPC has identified the need for a consultant that holds extensive knowledge and experience in implementing systems strengthening, institutional change and staff capacity building in terms of gender equality prioritisation and gender-responsive initiatives. The consultant will provide SPC with coordination support, advance the planning and design for the Pacific GRIT, and support SPC with establishing scope and key contributions.
Skills and qualifications
• Minimum Bachelor’s degree in a field relevant to this work: policy, international relations, Pacific studies, gender and development.
• Minimum 10 years of work experience leading and managing systems strengthening, institutional reform and especially related to gender equality in the Pacific.
• Possesses technical skills on gender analysis, gender-responsive budgeting, coordination of training programmes and capabilities in Pacific regional political economy analysis.
• Proven consultancy experience working with large inter-agency and regional institutions like SPC.
• Excellent oral and written communication skills in English.
