The Assignment
The consultant will conduct a comprehensive review of the existing referral pathway, map and validate current service providers and referral actors, and develop two user-friendly referral pathway documents (formal and informal) aligned with the Arua City SGBV Ordinance 2025 and the realities of women market vendors.

The final products should strengthen coordination between service providers, improve accountability, and facilitate timely access to quality services for survivors.

Key Responsibilities
  • Review existing SGBV referral pathway documents and identify gaps and areas for improvement.
  • Map and validate formal and informal referral actors and service providers operating in Arua City and District.
  • Update referral procedures and service information in line with the SGBV Ordinance 2025.
  • Design clear, practical, and accessible referral pathway documents.
  • Facilitate validation and pre-testing sessions with selected women market vendors.
  • Produce final referral pathways in editable and print-ready formats.


Required Qualifications and Experience
The consultant/firm should possess:
  • An advanced degree in Social Sciences, Development Studies, Gender Studies, Policy Development, or a related field.
  • Demonstrated experience in developing referral pathways, service directories, protection tools, or GBV response mechanisms.
  • Experience in graphic design, information design, and development of communication materials.
  • Strong understanding of gender equality and GBV issues affecting women in the informal sector.
  • Experience working with civil society organizations, women’s rights organizations, and government stakeholders.
  • Proficiency in relevant design software such as Adobe InDesign, Illustrator, Photoshop, or equivalent.
