About FEMNET
The African Women’s Development and Communication Network (FEMNET) is a pan-African, feminist and membership-based network based in Nairobi, Kenya with over 800 individual and institutional members across 50 African countries and in the diaspora. FEMNET envisions a society where African women and girls thrive in dignity and well-being, free from patriarchal and neoliberal oppression and injustices.

Founded in 1988, FEMNET exists to facilitate and coordinate the sharing of experiences, information, and strategies for human rights promotion among feminists, activists and women’s rights organizations as a strategy for collective organizing; policy influencing & advocacy; strategic communication; capacity strengthening as well as feminist solidarity and movement building.

Background
Rapid advancements in digital technologies, data systems and artificial intelligence (AI) have transformed social, political and economic spaces. While these technologies offer opportunities for innovation and organising, they have also intensified and diversified forms of Technology‑Facilitated Gender‑Based Violence (TFGBV) targeting women and girls.

TFGBV includes online harassment, cyberstalking, doxxing, non‑consensual sharing of intimate images, digital surveillance, gendered disinformation and AI‑generated abuses such as deepfakes. These forms of violence disproportionately affect women, women human rights defenders, activists and those at the intersections of multiple forms of marginalisation.

Under the ACT Programme, and in line with Output 1.2 on knowledge creation to eliminate violence against women and girls (EVAWG), FEMNET convened a Teach‑in Session on Feminist Digital Resistance, focusing on TFGBV, data justice and feminist responses to AI‑driven harms.

To support evidence‑based advocacy and policy influence, FEMNET seeks to engage a consultant to develop a feminist policy brief on TFGBV, drawing from the Teach‑in outputs and relevant regional and global policy frameworks.

Objective/Purpose of Assignment
The purpose of this assignment is to develop a concise, feminist and policy‑oriented brief that analyses the dynamics of TFGBV particularly in relation to AI and data systems and proposes actionable recommendations for policymakers, regional bodies and other key stakeholders.

Required Qualifications, skills and Competencies.
Academic Qualifications
  • Advanced university degree in gender studies, social sciences, law, public policy, development studies, human rights, or a related field;
  • Strong grounding in feminist and intersectional analysis, with a clear understanding of the realities of women’s rights movements, digital activism and advocacy across Africa
