Introduction
Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Project Context and Scope
The ongoing war in Ukraine has led to large-scale population movement. About 5.1 million Ukrainians are in internal displacement by June 2023,[1] of whom 58 per cent are women. Despite significant challenges, IDPs already seek durable solutions in large numbers. IOM estimates that around 4.7 million[2] people have returned to their areas of origin. A further 15 per cent of IDPs (est. 745,000 individuals) are seeking durable solutions through local integration.
To support the creation of conditions that are conducive for durable solutions, IOM has developed a multi-sectoral, area-based and community-driven approach towards resilience and recovery at the local level. This includes transitional housing for internally displaced persons (IDPs), restoration of critical public infrastructure and services, and support for displaced micro and small enterprises, as well as other livelihoods, and socio-economic recovery interventions.
The Hromada Reconstruction and Empowerment Facility (HREF) project contributes to community-driven recovery processes at the hromada[3] level, that strengthen resilience and promote inclusive, gender-responsive durable solutions for conflict-affected communities in Ukraine through the Hromada Recovery and Empowerment Facility (HREF). The project empowers hromada authorities and diverse local actors to develop and implement resilience and recovery plans through inclusive participatory planning.
One of the focus areas of the initiative is to strengthen inclusive programming and foster a community led gender responsive recovery path with key considerations to gender, disability and diversity-related needs, vulnerabilities, skills and capacities. These are facilitated through multi-sectoral needs assessments and consultations with group representatives including using DTM data and methodology as appropriate. In addition, based on emerging needs, gender is integrated into capacity building training for HRC members, labour market assessment and community engagement activities. Currently, the project is implemented in 12 oblasts with operational presence in 25 Hromadas.
Qualifications
Education, Experience and/or skills required
- Advanced degree in gender studies, social sciences, development studies, or related field
- At least 3 years of experience in gender equality, gender mainstreaming, and capacity building within the Ukrainian context
- Proven experience in conducting gender training needs assessments and participatory trainings
- Strong experience in designing and delivering participatory training
