1. BACKGROUND
The Strengthening Ethics, Integrity and Green Governance (SEIGG) project is a 5-year initiative (2025-2030) funded by Global Affairs Canada and implemented by Cowater International. Its overarching goal is to support the South African government in its efforts to enhance accountability, efficiency, and transparency in the public administration for inclusive and gender-responsive governance through Technical Assistance (TA) and capacity building at national, provincial and municipal levels. This will be achieved through three intermediate outcomes:
  • 1100: Improved prevention, protection and response against harassment, including sexual harassment, across public administrations in South Africa.
  • 1200: Strengthened oversight, management and professional conduct for ethics, integrity and disciplinary management matters in the public administration.
  • 1300: Strengthened the prevention, monitoring and detection of public procurement corruption with a focus on the climate and energy sectors.
 
DESCRIPTION OF THE POSITION

Reporting directly to the SEIGG Project Coordinator, and working in close collaboration with the Pillar 2 Integrity Specialist, the Ethics Specialist will provide hands-on technical, advisory and coordination support to the implementation of ethics interventions under Intermediate Outcome 1200. The Ethics Specialist will work directly with the relevant project beneficiaries, particularly PAEIDTAU within DPSA, to support the practical planning, delivery and follow-up of ethics activities. As part of his/her responsibilities, he/she will also collaborate closely with other SEIGG team members, along with the HQ-based Project Manager and Project Director, as required for the management of the project.

QUALIFICATIONS AND EXPERIENCE
  • Advanced degree in ethics, public administration, public policy, philosophy, law, governance, social sciences or a related field. Training or demonstrated experience in applied ethics, public sector ethics, integrity, compliance or institutional reform is an asset.
  • Minimum 3 to 5 years of experience in ethics, governance reform, public administration, public sector integrity, compliance, or related advisory roles, preferably including experience with public institutions.
  • 1 to 3 years of experience working in international reform contexts, including technical assistance, institutional strengthening, capacity building, or work in developing and middle-income countries, is considered an asset.
  • Demonstrated understanding of public sector ethics, ethics management systems, ethical culture, conflict of interest prevention and management, and the practical implementation of ethics tools and procedures.
  • Experience in several of the following areas: ethics training and facilitation; ethics advisory services; conflict of interest prevention and management; reporting mechanisms; ethics officer support; codes of conduct; ethics and integrity risk management; ethics committee support; or development of practical ethics tools and guidance.
  • Ability to translate ethics concepts, policies and frameworks into practical tools, training materials, workplans and implementation support.
  • Strong facilitation, writing and communication skills, including the ability to work with public officials, technical advisors and senior stakeholders.
  • Ability to work in a hands-on, flexible and responsive manner, adapt quickly to emerging priorities, and deliver practical support within short timelines.
  • Strong stakeholder management and collaboration skills.
  • Professional fluency in written and spoken English is essential.
