IPPF EN is looking to contract consultancy services to develop a concise public-facing advocacy paper aimed at policy-makers, to advocate for reproductive justice. The paper should define reproductive justice, set out values and principles, highlight key aspects of reproductive justice, make clear calls to action, and policy recommendations to advance reproductive justice, including fertility, in the European context.
The paper shall aim to:
- Provide a clear and accessible, values-based definition of reproductive justice, highlighting its core components, including bodily autonomy, the right to have or not have children, fertility, and the right to parent in safe and supportive environments; grounded in a human rights-based, feminist, anti-racist, decolonial, intersectional, and systemic approach;
- Strengthen decision-makers’ understanding of reproductive justice and make the case for the adoption of a reproductive justice approach in EU and national policies; using strategic framing, taking into account the context of restrictive or instrumentalising narratives around fertility and demography;
- Set out key policy recommendations across various relevant policy areas for decision-makers at national and EU level.

This paper will contribute to IPPF EN staff European-level advocacy, and also support IPPF EN membership in their national advocacy efforts. It should be based on the existing work already carried out by IPPF EN and allies, drawing from a compilation of resources that will be provided separately.
The following deliverables are expected:
- A paper of 6-8 pages, written in clear and accessible language;
- A summarised 2-page paper;
- Sources should be referenced throughout the paper, as hyperlinks or footnotes.
The selected consultant will have:
- Excellent research, analytical, and writing skills;
- Proven experience in drafting policy papers and developing advocacy messages;
- Strong understanding of the European (EU and Member States) policy and legislative context;
- Demonstrated expertise in reproductive justice, fertility, and related SRHR, human rights, and health issues.
