The  national consultant has to support the work on mainstreaming disability inclusion in the prevention and combating GBV and protecting women and girls with disabilities against violence, in empowering women and girls with disabilities in the efforts of combating GBV and enhancing the capacities of relevant stakeholder on how to support women and girls with disabilities.

Duties and Responsibilities

Under the present Terms of Reference and guided by the international standards on human rights and rights of persons with disabilities, under the overall guidance of the Head of UN Human Rights and under the supervision of a Human Rights Officer and in strong cooperation with the GBV consultant, the incumbent will undertake the following tasks, organized per outcomes of the project:   
Outcome1: 1. Develop a practical and applicable methodology for integrating a human rights and disability inclusion perspective into operational manuals of seven selected services , with a strong focus on: individualized and beneficiary-centered approach; non-discrimination and equal access; accessibility standards for persons with different types of disabilities, including intellectual and psycho-social disabilities. The methodology shall include clear tools, criteria, and step-by-step guidance for service providers. 

Outcome 2: 1. Training needs assessment for the staff of shelters and service providers for victims/survivors of violence on the needs for enhanced capacities to work with women with disabilities conducted and training programme/curricula developed. -

Outcome 3: 1. Support in creation and empowerment of a network of 40 women with disabilities, including refugees and community leaders in the area of GBV, advocacy, policy making and prevention of violence provided are trained in advocacy, prevention, and policy-making, and in becoming community educators/ambassadors. .
Qualifications/special skills

First degree in human rights, education, social work, psychology, international relations, or other relevant fields. 
• At least 3 years of experience in disability inclusion, social work, promoting the right of persons with disabilities, inclusive service delivery or technical advisory/consultancy roles in the respective fields. 
• Proven expertise in the field of human rights and inclusion of persons with disabilities. 
• Experience working with the Ministry of Labor and Social Protection and social services providers is considered an asset. 
• Strong skills in designing and delivering effective training sessions. 
• Knowledge of area of violence and gender based violence and protection system is an asset.
• Fluency in Romanian. Working knowledge of Russian and English is an asset.
