JOB SUMMARY:
The Senior Advocacy Manager strengthens CARE’s government engagement and advocacy capacity across CUSA country offices. The role leads the consolidation, dissemination, and implementation of CARE’s core advocacy supporting Country Offices (COS) to develop evidence-based advocacy strategies aligned with global priorities. This role will support COS to measure, report, evaluate, and communicate the impact of advocacy internally and externally. Working across CARE USA, CARE International, and regional teams, the position serves as a bridge between global advocacy strategy, country-level policy influence and government engagement. The role advances systematic, results-driven advocacy approaches by strengthening stakeholder engagement, supporting policy analysis, facilitating learning across teams, and ensuring advocacy initiatives contribute to sustainable program impact and policy change.
RESPONSIBILITIES:
Country Office Advocacy & Government Engagement
- Provide technical support to priority Country Offices to strengthen national advocacy strategies aligned with CARE’s global priorities. Support teams in identifying policy opportunities, mapping stakeholders, and integrating advocacy into program design and donor-funded initiatives. Strengthen country office engagement with ministries, parliamentarians, and regional institutions to position CARE as a trusted advocacy partner and advance policy influence.
Advocacy Tools & Knowledge Management
- Lead dissemination and adoption of CARE’s Advocacy tools across Country Offices. Assess existing advocacy resources, support translation in all CARE languages, centralize tools within global knowledge platforms and support piloting of tools within real-time policy engagement initiatives. Strengthen organizational learning through improved accessibility and use of advocacy resources and advocacy MEAL.
Training, Strategy & Capacity Strengthening
- Design and deliver participatory high-impact advocacy trainings and workshops through CARE Academy to strengthen organizational advocacy capacity. Provide coaching and technical guidance to Country Offices implementing advocacy strategies.
Communications, Strategy & Dissemination
- Develop advocacy communications products including policy briefs, frameworks, talking points, case studies, success stories, and guidance materials. Facilitate consultations with Country Offices to align messaging and improve usability of advocacy tools. Support documentation of advocacy outcomes and policy influence across regions. Support impact evaluations of country advocacy wins, including communicating inside and outside CARE.
Required Qualifications:
- Master’s degree in public policy, international development, political science, or related field, or equivalent combination of education and work experience.
- Minimum 7 years of experience in successful advocacy, public policy, or government engagement.
- Experience supporting country teams to influence public policy or government decision-making.
- Demonstrated experience developing toolkits, training materials, or institutional guidance. and delivering experiential education.
- Fluency in English and French.
- Strong facilitation, stakeholder engagement, and written and spoken communication skills.
- Experience working across multi-country or global teams.
