The Technical Assistance (TA 10587)–Advancing Gender Responsive Budgeting (GRB) in Asia and the Pacific will support Armenia, Indonesia, Mongolia, Nauru, Solomon Islands, and Uzbekistan (“Developing Member Countries” or “DMCs”), in integrating and advancing gender-responsive budgeting (GRB) into fiscal policy making and public finance management (PFM). The TA will support the development of a roadmap for each DMC tailored to their specific circumstances.

The National Coordinator will be responsible for the overall in country coordination during the TA's implementation period and is expected to ensure the successful implementation, administration, and management of the Technical Assistance (TA) program by coordinating closely with relevant ministries, key agency officials, One ADB team members across departments, and other stakeholders. The National Coordinator will provide essential support to the Team Leader and in-country gender specialists in Armenia.

Scope of Work
The National Coordinator will be responsible for day-to-day implementation, administration and management of the TA in Armenia, serving as the primary technical and coordination focal point and will be based in relevant line/sector Ministry office.  The role will require applying strong subject-matter expertise to guide implementation and ensure high-quality delivery on a country level, while acting as the main interface with line ministries, key government agencies, development partners (including UN agencies, bilateral donors, and MDBs), One ADB teams across departments, TA consultants, and Resident Mission staff.  Under the direct supervision of the Senior Gender Capacity Building Specialist/Team Leader and in close coordination with the CCGE Gender Specialist, the Coordinator will provide hands-on technical and operational support for integrating gender-responsive budgeting into public financial
management, including at the local level, and will support capacity building, knowledge products, and achievement of DMF performance indicators.

Minimum Qualification Requirements 
The consultant should have at least 10 years of professional experience in public governance with a focus on open budgeting processes, gender equality, and social development; at least 6  years' experience in project implementation and at least  4  years of specific experience coordinating  project 
implementation; specifically in 
(i) project planning; 
(ii) project implementation and monitoring; 
(iii) organizing  training, workshops and events; 
(iv) preparing  project reports; and (v) working with government agencies, women’s groups and CSOs. 
Proven track record of working on gender-responsive public budgeting and social development in Armenia or similar contexts; 
Previous experience with a Multilateral Development Bank (MDB) or international organizations in gender-responsive open budgeting processes. 
The consultant should have a postgraduate degree in project management, economics, accounting, business administration, development studies, and/or gender. The consultant must be national or must legally reside in the country of assignment. 
The consultant must have excellent verbal and written skills in Armenian and English. 
Additionally, the consultant should have outstanding problem-solving skills, be detail-oriented, proactive, and self-motivated.Strong creativity and presentation skills, along with  proficiency in using relevant tools, are essential. Excellent oral and written communication skills in English are required.
