 Background 
The African Union Commission’s Women Gender and Youth Directorate (AUC-WGYD) is mandated to promote Gender Equality and Women’s Empowerment as well as youth development. This mandate is guided by several African Union (AU) commitments provided in instruments like the AU Constitutive Act, the African Charter on Human and Peoples’ Rights, the Protocol to the African Charter on Human an Peoples’ Rights on the Rights of Women in Africa, the African Youth Charter; and policy frameworks like the AU Strategy for Gender Equality and Women's Empowerment (GEWE), the African Plan of Action for Youth Empowerment (APAYE) and the AU Agenda 2063. Agenda 2063 emphasizes the need for inclusive and sustainable development, where women and youth play a central role as stated in Aspiration 6.

 Objectives of the Assignment 

The key objective of the assignment is to assess the extent of gender and youth mainstreaming in terms of the development and delivery of gender and youth sensitive programs and services (gender and youth sensitivity) within the African Union Commission. 
C. The scope of the Audit are outlined below:

 The assignment will produce knowledge and information on the extent to which gender and youth mainstreaming is institutionalized within the departments and the dispensation of policies, programs, projects, and services (institutionalized gender mainstreaming) within the African Union Commission. 
The audit will establish an initial baseline of performance on gender and youth mainstreaming in the respective departments to be used as a benchmark to measure progress on gender equality across time and departments (setting benchmarks) and assist in the identification of mechanisms that have contributed to mainstreaming gender and youth within the respective departments and document good practices for sharing within and outside the department and provide recommendations to improve the performance of the respective departments in ensuring gender and youth mainstreaming (reflective recommendations). 

 Qualifications 
• Masters in socio-economic studies, gender studies, social sciences, disability studies or any related development fields; 
• Significant experience in conducting gender and youth audits for regional and international organisations, civil society organizations; public institutions or development partners of at least 6 years; 
• 10 years of experience in working on women’s and youth development and gender issues • Extensive experience working in the areas of gender and youth in Africa 
• Solid understanding of GEWE and Youth Development frameworks (eg. Maputo Protocol, SDGEA, Beijing Platform for Action, African Youth Charter, CEDAW etc.) 
Language Proficiency in one of the AU working languages (Arabic, English, French, Kiswahili, Portuguese, and Spanish) is mandatory and fluency in another AU language is an added advantage.
