Background
The Global Survivors Fund (GSF) was founded in October 2019 by Dr Denis Mukwege and Nadia Murad, Nobel Peace Prize laureates (2018). Its mission is to enhance access to reparations for survivors of conflict-related sexual violence worldwide, addressing a longstanding gap identified by survivors
Consultant’s Responsibilities
Financial planning and budgeting
• Develop and maintain detailed budgets and forecasts for programme activities, including set-up costs;
• Prepare and maintain budget tracking tools by location, activity, and cost category, and update projections based on implementation progress;
• Support budget revisions and reallocations as needed, ensuring documentation and approvals are in place.
Financial controls and compliance
• Ensure all financial processes comply with GSF finance policies and any donor requirements linked to the funding;
• Set up and maintain clear documentation standards for payments and procurement, including coding and filing conventions;
• Maintain audit ready finance files, ensuring completeness of supporting documents and clear traceability from request to approval to payment;
• Support appropriate handling of sensitive documentation in coordination with safeguarding protocols.
Procurement finance oversight
• Support financial review of procurement planning and spending, ensuring value for money and compliance with internal procedures;
• Review and verify procurement documentation, including comparative quotations, contracts, delivery notes, invoices, and payment authorisations;
• Ensure asset registration and tracking for equipment and purchased items, including handover documentation and inventory records;
• Track start-up consumables during the implementation period, ensuring appropriate documentation and accountability
Financial reporting and coordination
• Produce monthly internal financial reports that include spending to date, variance analysis, and forecasts;
• Contribute to donor financial reporting and support consistency between financial and narrative progress reporting;
• Coordinate closely with programme and operations colleagues to ensure finance processes enable timely delivery without compromising controls;
• Provide regular updates to the Regional Finance Coordinator and Country Representative on financial risks, burn rate trends, and issues requiring management action.
Audit readiness and risk management
• Maintain a finance risk log for the programme and propose mitigations, particularly for dispersed expenditure and procurement;
• Support any spot checks, internal reviews, or audits, including preparation of documentation packs and responses to findings;
• Escalate suspected irregularities or non-compliance promptly through internal reporting lines.
Consultancy requirements
• Bachelor’s degree (or higher) in finance, accounting, economics, business administration, or a related field;
• Minimum of 5 years of relevant professional experience in finance roles, including budgeting, financial reporting, and compliance;
• Experience working on donor-funded programmes is required, with GIZ experience considered a strong asset;
• Professional working proficiency in English, both written and spoken;
• Demonstrated ability to work independently, including managing tasks remotely, meeting deadlines, and maintaining high accuracy with minimal supervision;
• Strong computer literacy, including advanced Excel skills and familiarity with standard financial tracking and filing systems.
