Introductory information:

ECOM—the Eurasian Coalition on Health, Rights, Gender, and Sexual Diversity—is an international association whose mission is to support the development of national LGBT communities and their activism, promote human rights, and care for the health and social well-being of people of gender and sexual diversity.

ECOM's main objectives are to ensure sustained and active attention to health and human rights issues concerning LGBT communities in national and international policies and programmes.

Description of required services:

Developing and writing alternative reports on violations of the rights of LGBT people in EECA for human rights mechanisms: UN legal structures (Office of the UN High Commissioner for Human Rights, UN treaty bodies, the UN Human Rights Council and UN special procedures), as well as the OSCE, based on data provided by ECOM.

Technical specifications for the consultant:

  • Study of the requirements and list of questions for the preparation of an alternative report in accordance with the requirements established by the human rights mechanism to which the report is submitted;
  • Preparation of an alternative report on human rights violations affecting LGBT people in EECA countries based on an analysis of open data and materials provided by ECOM. The report should include the specific violations of LGBT people's rights that are the subject of the relevant request from the human rights mechanism and also take into account trends in LGBT rights violations and changes in legislation and law enforcement practices in the given country and/or in the EECA region.
  • Develop and include recommendations in the report.
Expected results and performance evaluation:

  • Preparation of a draft alternative report on violations of the rights of LGBT people in EECA, based on input data provided by ECOM;
  • Revision and finalization of the draft report based on the recommendations received from the staff/members of the ECOM Secretariat.
The primary contact for the consultant/s is ECOM's advocacy coordinator, Zhypariza Zhumagazieva ([email protected]). She will also monitor and conduct the final evaluation of the consultant/s' work.


Qualification and experience requirements:

  • Previous experience in the field of human rights and/or advocacy;
  • University degree in human rights, law, political science, international relations or other social sciences (or equivalent of at least 3 years of work experience at the regional or international level in relevant positions);
  • Practical experience working with LGBT and/or HIV service NGOs or initiative groups (desirable);
  • Experience in preparing reports and articles on human rights;
  • Excellent written English skills.
Skills and competencies:

  • Ability to work with international human rights mechanisms and construct arguments taking into account their procedures, priorities, and political context.
  • Ability to systematize information from different sources, identify key trends and form informed conclusions.
  • Skill in preparing clear, logical, and persuasive analytical texts in English for a professional audience.
  • Ability to develop realistic and actionable recommendations aimed at improving policy and practice.
