 BACKGROUND INFORMATION 
Raagsan is a female-led social enterprise that specializes in Social Accountability, Governance and Citizen Engagement with focus in the Horn of Africa. Since 2023, Raagsan has been providing community engagement services through its Daadihiye Citizen Engagement platform to provide timely early warning messages and climate risk guidance to flood- and drought-prone communities along the Shabelle River. This involved disseminating messages on weather forecasts and early warning translating hydrological data via radio programs, SMS alerts, and community workshops to increase community awareness. The organization has also worked closely with the national government, local authorities and community leaders to ensure communities have access to timely and reliable early warning information products. 

 OBJECTIVES 
The objective of this assignment is to strengthen understanding and use of early warning systems among practitioners and community engagement facilitators. The consultant will develop clear and interactive learning materials, produce a community sensitisation guide, facilitate capacitybuilding workshops, and support the project team to document lessons learned from the roll-out of the Daadihiye Early Warning Dissemination Platform. 

SCOPE OF WORK 
The consultant will be responsible for the following: 
• Develop an interactive Early Warning Guide and Community Sensitisation Toolkit, suitable for practitioners and community engagement facilitators. 
• Produce a community sensitisation toolkit to support consistent messaging and engagement at community level. 
• Support the development of animated video content to translate the package into an interactive video content. The consultant will work closely with Video Animation and Graphic Design Consultant. 
• Facilitate training for practitioners and deliver a Training of Trainers (ToT) for community engagement facilitators through virtual and in-person 5 days session. 
• Prepare a brief training report summarising the training outcome. 
• Support the project team to document lessons learned from the roll-out of the Daadihiye Early Warning Dissemination Platform and produce a learning brief. 

 QUALIFICATIONS 
Raagsan is seeking a consultant with the following qualifications and experience: 
• A university degree in disaster risk management, climate change, or a related field. 
• Demonstrated experience working on early warning systems, disaster preparedness, and climate risk–related programmes. 
• Proven experience in developing training and learning materials. 
• Experience facilitating capacity-building workshops and TOTs. 
• Strong writing and analytical skills, with experience producing learning or reflection documents. 
• Experience working in fragile and humanitarian contexts is an advantage. 
• Proficiency in English; knowledge of Somali context or languages is an asset.
