. BACKGROUND
 
The VIE/301 – Climate Adaptation and Resilience Project (GCF project code: SAP040) aims to catalyze investments in climate change adaptation through several key initiatives. This includes enhancing the province’s Early Warning System (EWS) and supporting locally-led adaptation efforts by mainstreaming climate considerations into development planning, monitoring, ecosystem-based adaptation (EBA), and climate-resilient agricultural practices. The project will be structured around the following components:
  • Strengthening the institutional framework to support risk-based decision-making, climate change adaptation planning, investment, and monitoring.
  • Enhancing the resilience of ecosystems and the livelihoods of local men and women.
  • Scaling up climate-resilient practices and financial mechanisms. 
 
2. OBJECTIVES 
 
The ESSGE will uphold LuxDev's mission of capacity building, ensuring adherence to the agency's Quality Manual and Green Climate Fund's ESS guidance in all process. This position provides strategic guidance on gender integration, environmental and social safeguarding, and stakeholder engagement to facilitate the inclusive and sustainable implementation of Project VIE/301.
This role will engage with community, governement agencies, NGOs, farmer associations, and other stakeholders to promote gender equality and social inclusion throughout project implementation.
The ESSGE's responsibilities span all three project components and involve close coordination with Project VIE/039 – Finance for Resilience to enhance gender-responsive climate adaptation strategies.
 

4. SKILLS REQUIRED FOR THE JOB
 
Education
  • An advanced degree in gender studies, social sciences, environmental studies, development studies or related fields.
General Experience
  • At least fifteen (15) years of professional experience in international development or non-governmental organizations.
  • At least 10 years working on gender mainstreaming, women’s empowerment,  and/or work with marginalized populationsenvironmental and social safeguarding (ESS), and community engagement.
       Specific Experience and skills
  • Proven track record in developing action plans, strategies, and tools that promote gender equality and social inclusion and environmental and social safeguards within the contexts of climate adaptation and resilient development.
  • Experience with GCF or other international climate funds is desirable.
  • Familiarity with Monitoring, Evaluation, and Learning (MEL) frameworks, including the development collection, and analysis of indicators for systemic change, particularly related to Gender Equality, Disability, and Social Inclusion (GEDSI).
  • Proven experience with participatory stakeholder engagement methodologies and experience in capacity building and training for diverse stakeholders, specifically concerning gender, disability, and social inclusion issues.
  • Experience in designing and implementing grievance mechanisms that address issues like Sexual Exploitation and Abuse and Harassment (SEAH).
  • Familiarity with relevant international guidelines and local regulations pertaining to gender, environmental protection, and social safeguarding, including the criteria established by the Green Climate Fund and LuxDev’s procedures.
  • Strong ability to produce high-quality analytical reports, policy briefs, and technical recommendations.
