Background and Purpose of the Consultancy
Bosnia and Herzegovina (hereinafter BiH) is known for its rich biological diversity, endemic species, habitats, and a series of relict ecosystems. Species diversity has the highest level of endemism in Europe. Still, despite the country’s rich biodiversity, international obligations, and growing man-induced pressures, nature conservation efforts remain insufficient. Socioeconomic challenges, such as unemployment and poverty, have resulted in both the government and communities focusing on immediate economic priorities rather than environmental issues, including biodiversity. Thus, biodiversity conservation is not seen as a national priority.

Scope of Work
The expert will be responsible for designing and delivering a comprehensive assessment aimed at understanding the current position, roles, and influence of women within the PAs system in BiH, as well as identifying institutional, structural, and socio-cultural factors that enable or constrain their effective participation. This analysis will inform strategic planning within the PAMAs and support the development of more inclusive, equitable, and effective governance models.
The expert will be responsible for designing and delivering a comprehensive assessment aimed at understanding the current position, roles, and influence of women within the PAs system in BiH, as well as identifying institutional, structural, and socio-cultural factors that enable or constrain their effective participation. This analysis will inform strategic planning within the PAMAs and support the development of more inclusive, equitable, and effective governance models.
The entire process is to be designed and executed in close collaboration and constant communication with relevant stakeholders. The expert will ensure that all deliverables are completed within the specified timeframe and in line with the required quality standards. All deliverables have to be accepted by UNDP.
Deliverable 1: Development of data collection tool(s), approved by UNDP – Due date: December 22nd 2025
Deliverable 2: Situational analysis report on the status, roles, and barriers of women in PAs in BiH, approved by UNDP and presented to stakeholders – Due date: March 6th 2026
Deliverable 3: Operational framework for the inclusion and empowerment of women within PAMAs, with actionable recommendations and a guidance manual for phased implementation, including stakeholder roles, institutional anchoring options, and M&E indicators, approved by UNDP and validated by PAMAs – Due date: April 13th 2026

Required Qualifications
Academic Qualifications/Education: Master’s degree in political science, sociology, environmental sciences, economics, or any other relevant field.

Experience: A minimum of 7 years in conducting policy research, institutional assessments, or program design related to gender equality, social development, or natural resource/environmental governance. Experience in applying gender analysis, gender-responsive planning, and mainstreaming approaches within environment-related sectors. Experience in the development of gender-related strategic documents, recommendations, or operational guidelines. Experience in stakeholder engagement, including international organizations, donors, public institutions, NGOs, business sector, etc.
Language Requirements: Knowledge of English and official languages of Bosnia and Herzegovina.
