In the EAC region, women, who make up over 60% of the population, still face significant marginalization in decision-making processes, education, finance, and access to information and communication technologies compared to men. Similarly, people living with disabilities (PwD) are underrepresented in decision-making and have limited access to education, finance, and communication technologies. To address these challenges, Partner States have enacted and implemented various policies and legal frameworks. GIZ supports the EAC Secretariat in incorporating diversity, gender, and inclusion into all supported programs.

The Advisor's role will involve supporting the management of cluster programs by developing gender and diversity transformative activities and programs, including those for PwD. The goals of the Advisor include:
  1. Analyzing GIZ-supported programs to assess the level of inclusion for PwD and the gender status quo.
  2. Providing proactive advice to cluster management and programs on enhancing diversity, inclusion, and gender aspects in each project.
  3. Advising partners on the appropriate representation of PwD and women at all levels.
  4. Strengthening synergies and knowledge transfer through cooperation with national, regional, and international gender and inclusion actors via regional training and exchanges.
  5. Leading as the Gender Focal person for the EAC GIZ cluster, providing strategic inputs to the Country Office, Gender Circle, and other relevant GIZ platforms.
The Advisor will support GIZ’s commitment to gender equity and inclusion of PwD, which are seen as prerequisites for sustainable development and a viable future for society. Promoting a gender- and disability-sensitive approach and acting to eliminate gender- and disability-based discrimination, are key targets of GIZ. The Advisor will ensure alignment with EAC and GIZ monitoring frameworks and reporting requirements, guided by the cluster management, the GIZ/EAC cluster coordinator, and the Program Manager for PanPrep. The role requires collaborative work with all team members to achieve these goals.

Qualifications and Competencies
  • Bachelor's degree strongly related to gender, inclusion of people living with disabilities or related fields
  • Undertaking to further studies is ideal, i.e Postgraduate, Masters
  • At least 7 years’ professional work experience, experience on gender and inclusion mainstreaming a strong advantage.
  • At least 5 years experience in development cooperation, former GIZ engagement would be an asset, familiarity with GIZ processes. 
  • Working knowledge of the EAC Secretariat
  • Proven experience with multiple stakeholders in the public and private sector 
  • Proven experience of working for the integration of people with disabilities and or gender mainstreaming
