OBJECTIVES OF THE ASSIGNMENT
To support the integration of GESI throughout the project, GGGI Vanuatu is seeking a consultant to lead the engagement of key stakeholders and integrate GESI disaggregated data, standards, concepts, and considerations in stakeholders’ capacity building and both national and provisional adaptation plans.
The GSIS will be responsible for comprehensive review of gender and social inclusion in climate change adaptation planning and guide the gender and social inclusion in stakeholder engagement and consultation, input into the design of the adaptation planning process, communication and capacity building and framework for prioritization and appraisal of adaptation options. Train and mentor local gender and social inclusion consultant to support the on-ground implementation of activities.
Objectives of the assignment:
- Identify gender and social inclusion (GSI) stakeholders to facilitate their involvement in designing and validating the Gender Action Plan.
- Mainstream and integrate GSI standards, concepts, and considerations in national climate change adaptation policies, strategies and plans
- Support the review of the National Gender Equality Policy (2020-2030) & the 6 Provincial Gender Action Plans to;
- Ensure alignment with climate adaptation efforts, identifying opportunities to integrate gender-responsive strategies into the National Adaptation Plan (NAP) and Provincial Adaptation Plans (PAPs).
- Assess gaps and challenges in addressing gender disparities within climate resilience, disaster risk reduction, and sustainable development.
- Provide recommendations on how the policy can better support women, children, people with disabilities, marginalized groups, and other vulnerable populations in adapting to climate change impacts.
- Identify and prioritize the needs of different groups at both national and provincial levels through consultations, ensuring that gender-responsive adaptation measures address context-specific vulnerabilities, socio-economic conditions, and access to resources.
EXPERTISE REQUIRED
The description of the required expert may be split into the following parts:
- University qualifications (MSc or PhD) with expertise in the areas of gender studies, development economics, social science, environmental studies, political science, geography, anthropology, or another relevant field
- At least 8 years of professional experience in gender related works in environmental / public sector initiatives.
- Demonstrated experience in designing / developing a gender strategy and action plan.
- Formal training in gender analysis and gender planning and demonstrated expertise in mainstreaming gender in projects and programs, especially in specific areas of intervention.
- Knowledge of and experience in climate change issues in the Pacific region.
- Thorough understanding of the gender context in the Pacific region, and experience working with government institutions and international or nongovernmental organizations supporting gender and development work in the specific area of intervention.
- Familiarity with gender analysis tools and methodologies in the specific area of intervention.
- Strong communication skills, and ability to liaise with various stakeholders, including government officials.
