KEY AREAS OF ACCOUNTABILITY:
Leadership, technical advisory and quality assurance
- In line with the 2025-2027 Country Strategic Plan (CSP), contribute to the strategic vision and direction of SCI Ukraine programme and portfolio, by leading the systematic integration of gender equality into strategic, technical and operational processes
- Provide technical leadership to lead the implementation of a Gender Equality Action Plan for the country office, grounded on Save the Children’s gender equality and GBV tools and approaches
Programme design and proposal development
Under the guidance of the Director of New Business Development (NBD) Unit and in cooperation with NBD staff, as well as in cooperation with the Director of the Recovery and Resilience Initiative for long-term programming:
- Lead and/or support high quality gender-sensitive and gender-transformative programme design and proposal/concept note writing (including budgeting) across humanitarian and long-term programming
Monitoring, Evaluation, Accountability and Learning
Under the guidance of the Head of MEAL Unit and in cooperation with PDQ- and field-based MEAL staff:
- Lead and/or support the usage of gender sensitive MEAL approaches and tools such as gender analysis, safety audits, rapid needs assessments and situational analysis, and others.
- Contribute to the development, dissemination, monitoring and evaluation of innovative programme quality tools and resources focused on advancing gender equality.
External representation
- Represent Save the Children in relevant gender and GBV networks, including the GBV Area of Responsibility, in order to identify gaps and opportunities, and to position Save the Children in the humanitarian coordination system.
- In alignment with the CO Country Strategic Plan (CSP) and leadership, engage in strategic positioning with donors, partners and government in-country, and ensure that Save the Children is a partner of choice in gender equality programming.
Cross-cutting
- Comply with Save the Children policies and practice with respect to safeguarding (child safeguarding and PSEA), code of conduct, health and safety, equal opportunities and other relevant policies and procedures, in order to advance SCI’s global priorities, such as (but not limited to) gender equality, disability inclusion, safe programming and safeguarding, child participation.

QUALIFICATIONS AND EXPERIENCE
Essential
- Degree in Women and Gender Studies or related degree with focus on gender equality and inclusion in international development, social work, public health, sociology, anthropology or related area, or equivalent experience
- At least 5 years’ relevant experience working on gender issues ad providing technical leadership for the design and implementation of humanitarian and/or development programmes focused on advancing gender equality, including experience with humanitarian response
- Strong understanding of gender equality and GBV principles, practices and humanitarian standards; relevant national and global gender-focused policy priorities; and key gender inequalities impacting children in Ukraine.
- A high level of written and spoken English, Ukrainian and Russian languages, including an ability to write clear and well-argued reports.
