INTRODUCTION TO GGGI
The Global Green Growth Institute (GGGI) is a treaty-based international, inter-governmental organization dedicated to supporting and promoting strong, inclusive and sustainable economic growth in developing countries and emerging economies. 

 
OBJECTIVES OF THE ASSIGNMENT
General Objective

The Consultant shall ensure the integration of GESI and ESS considerations into the four workstreams stated in this project. To this end, the Consultant will support the GGGI project team to strengthen Peru's capacity to achieve its NDC targets by integrating GESI analysis and specific outcomes of the project, including the support of Local Financial Institutions (LFIs) and other stakeholders.


SCOPE OF WORK
  • Prepare a monthly report for the GGGI team and the NDA on their activities and inputs related to all activities and consultations to be carried out under the 4 Workstreams (specifying to which Outcome and Activity it corresponds). In particular, the following activities will be emphasized:
  • Analyze and review consultancy results to develop the methodology for climate and gender tagging in the national public budget system. Ensure this methodology incorporates GESI criteria as expected by the GGGI team and the NDA.
  • Analyze and make recommendations to consultancy related to the development of regulatory proposals to foster the implementation of a climate-smart Public-Private Partnership (PPP) mechanism to address the GESI approach. In addition, such recommendations should include the preliminary structure of a climate-smart PPP project.
  • Support GGGI staff in integrating GESI standards, concepts and concerns into Sustainable Finance and Green Banking training programs. Also, participate in designing and delivering workshops as needed.
  • Support the gender mainstreaming of the Environmental and Social Management Systems and Credit Lines to be developed under the project.
  • Support the GGGI team in working meetings on request, as well as in the preparation of presentations and working documents that require the integration of GESI considerations into the project’s activities.


EXPERTISE REQUIRED

  • Master’s degree or equivalent in Gender Studies, Anthropology, Sociology, Social Development, Public Policy, Economics, Human Rights or other relevant degree.
  • At least 7 years of relevant professional experience designing and implementing GESI strategies and activities under the framework of sustainable development projects and programs and/or in Readiness and Preparatory Support Green Climate Fund.
  • At least 3 experiences implementing environmental and social safeguards as part of the due diligence of projects and programs. Experience with GCF or GEF projects would be desirable.
  • Demonstrated experience of working with vulnerable populations.
  • Demonstrated experience implementing environmental and social safeguards as part of the due diligence of projects and programs.
  • Familiarity with Peru’s NDCs, climate change and environmental, social inclusion and gender policies.
  • Proven capacities to facilitate participatory processes, workshops and working sessions with stakeholders.
  • Fluency in Spanish and English.
