We're looking for an experienced Gender-Based Violence (GBV) Program Coordinator to bring our Preventing and Responding to Gender-Based Violence in the PALM Scheme initiative to life across the Pacific and Timor-Leste.This is a meaningful, hands-on role for someone who has experience working in GBV prevention and/or response, has a strong understanding of the Pacific and/or Timor Leste context and is ready to take ownership of a significant body of work - without stepping into a line management role. You'll be part of a small team focussed on GBV under our broader GEDSI program: designing and delivering activities, building partnerships, shaping training and resources, and making sure our approach is culturally grounded, evidence-based, and genuinely useful for PALM workers, their families and the communities they come from.
You'll work closely with our GEDSI team, contribute to the wider PLMSP GEDSI Strategy, and engage directly with DFAT, DEWR, faith-based organisations, GBV service providers and partners across Australia, the Pacific and Timor-Leste. It's a role with real scope, real influence, and a real opportunity to shape how GBV is addressed in one of Australia's most important regional programs.This is a fixed-term opportunity, based in Brisbane, Canberra or Suva, with a flexible hybrid arrangement (minimum 50% in-office presence each week).

The role – Gender, Environmental and Social Safeguards (ESS) Officer will provide technical and coordination support to the Regional Tuna Programme – Programme Management Unit (RTP-PMU) to strengthen the integration of gender equality, human rights and environmental and social safeguards across programme implementation in line with the Green Climate Fund requirements. The role will support the RTP-PMU Gender and Human Rights Adviser in delivering programme commitments relating to the Gender Action Plan (GAP), Environmental and Social Management Plan (ESMP), stakeholder engagement, grievance redress, capacity building, country support, and reporting.
Key selection criteriaQualifications- Postgraduate qualification in gender studies, social sciences, development studies, human rights, environmental or social safeguards, public policy or equivalent body of knowledge and experience.
Technical expertise- At least 7 years of experience in ESS and GESI including gender analysis, planning, and integration within development or donor‑funded programmes.
- Experience working in Pacific Island countries, with proven ability to operate effectively in diverse, cross‑cultural and community‑based contexts.
- Strong safeguarding and social risk management expertise, including GBV and SEAH risk mitigation, survivor‑centred approaches, grievance handling, and case management in line with safeguarding best practice.
- Proven capacity to deliver results in complex programme environments, including design and facilitation of capacity‑building activities, compliance and reporting and excellent English communication skills.
- Willingness and demonstrated capacity to travel and undertake overseas assignments in SPC member countries, sometimes in challenging working conditions.

About Safe Steps
Safe Steps is the only 24/7, family violence response centre in Victoria, providing a “state-wide entry point” for victim-survivors of domestic and family violence. Safe Steps services include information and referral, crisis response, specialist family violence risk assessment, safety planning, webchat, and access to supported crisis accommodation. Safe Steps also provides specialised counselling through the 1800RESPECT national service. Safe Steps vision is safety, support, and respect for all victim-survivors of domestic and family violence.
About the roleTo ensure the immediate safety and support of women and children impacted by family violence is the essential purpose of the Family Safety Practice Lead. This integrated practice role will complement the important work of both NTV and Safe Steps by integrating the service provision and practice to ensure that through family contact work, we always keep both the men from a risk perspective and victim survivors from a safety perspective, in view.
NTV and Safe Steps Family Violence Response Centre recognise that while not all perpetrators of family violence are men, the majority of family violence is gendered and perpetrated by men, against women. The role of the Family Safety Practice Lead aims to keep the men who use violence in view, monitoring and informing risk within the safety planning context for victim survivors and families.
The Family Safety Practice Lead will operate within the Men’s Accommodation and Counselling Service (MACS) provided by No to Violence. The Family Safety Practice Lead will be co-located in an integrated service model between NTV and Safe Steps.
About you- Hold a social work degree or qualification in a related field or relevant experience, in line with the mandatory minimum qualification’s requirements for specialist family violence practitioners.
- Specialist knowledge and skills and prior experience providing family violence services, including intake and risk assessment.
- A demonstrated understanding of the social and gendered context of family violence and the impact of violence on women and children.
- Commit to working inclusively with Aboriginal and Torres Strait Islander people, people from culturally and linguistically diverse communities, LGBTIQA+ people and people with disabilities
- Understanding of Victorian legislation, risk management and reforms pertaining to the family violence sector.
- Demonstrated personal commitment to the practice and principles of non-violence, justice, social inclusion and gender equity issues.

Background

The roleThe GEDSI Adviser will work closely with the Lead GEDSI to ensure gender equality, disability equity and social inclusion (GEDSI) is embedded as a cross-cutting priority across all aspects of the Aus4Skills program. The role will provide strategic advice, capacity building, and practical support to staff and partners to deliver inclusive, contextually appropriate and evidence-based approaches aligned with DFAT and Government of Vietnam priorities. The Adviser will support the implementation of the GEDSI Strategy, integration with other cross-cutting areas (particularly MEL and climate), and contribute to high-quality planning, reporting, and stakeholder engagement across the program.
Qualifications
• Tertiary qualification in gender studies, development studies, social sciences, or a related field.

Background
Synergy for Justice (Synergy) is implementing the project Stigma in Justice, funded by Global Affairs Canada. The project aims to improve justice outcomes for survivors of conflict-related sexual violence (CRSV) by addressing stigma, myths and misconceptions within justice systems, and by strengthening the capacity of justice actors to engage with survivors in a safe, survivor-centred and trauma-informed manner.
As part of this initiative, Synergy developed the CARSV Stigma Toolkit for Justice, a practical resource that helps judicial actors, justice institutions and survivor networks identify, assess and address the stigma that survivors of CRSV encounter throughout justice processes. The Toolkit reflects considerations relevant to a range of survivor groups, but the distinct ways in which stigma, myths and misconceptions affect children who have survived CRSV warrant closer attention and a dedicated tool of their own to complement it.
Purpose of the Consultancy
The purpose of this consultancy is to develop a practical tool that strengthens the capacity of justice and accountability actors — including judges, prosecutors, investigators, lawyers, commissions of inquiry, and truth commissions — to engage with and address the unique harms, challenges and needs of children affected by CRSV face in order to improve their justice experiences. The tool should equip these actors to recognise, address and challenge their own biases, fears and assumptions and engage with these children safely, ethically and effectively, in a trauma-informed and stigma-sensitive manner in order
Qualifications
● Advanced degree in law, child rights, psychology, social work, international development or a related field, or equivalent professional experience;
● At least 10 years demonstrated expertise in child rights and child protection, particularly in conflict-affected settings;
● Experience working with children affected by CRSV or sexual and gender-based violence (SGBV);
● Demonstrated expertise in the stigma, myths and misconceptions surrounding sexual violence, and how these manifest specifically in relation to children affected by CRSV;
● Proven experience designing practical, accessible tools or guidance — such as bench cards, checklists or aide-mémoire — that distil complex material into clear, usable formats for justice and accountability actors;
● Demonstrated command of ethical, do-no-harm engagement with survivors of CRSV, including children;

• NMC registered Nurse/Midwife (essential/ mandatory)
• English Language and Mathematics to GCSE standard or equivalent (essential)
• Current ILS certificate (desirable)
