Nepal’s rapid digital transformation—driven by increased smartphone use, internet access, and social media—has opened up new avenues for communication, education, and economic participation. However, alongside these opportunities, digital spaces have also introduced significant risks, particularly for women and girls. Among the most pressing challenges is Technology-Facilitated Gender-Based Violence (TFGBV), which includes online harassment, non-consensual content sharing, cyberstalking, and gendered disinformation. These threats are especially pronounced for women from marginalized communities and those in public roles such as journalists and activists.
The growing prevalence of TFGBV in Nepal reflects deeper systemic issues, including limited digital literacy and a lack of awareness around online safety. Misuse of digital platforms not only silences women’s voices but also reinforces existing gender inequalities, especially in environments where institutional responses remain underdeveloped. Survivors often face re-victimization and delayed justice due to inadequate legal provisions, limited psychosocial support, and gaps in technical capacity within law enforcement and human rights institutions.
To address these urgent challenges, this initiative focuses on strengthening institutional capacities, enhancing Media and Information Literacy (MIL), and equipping women and girls with critical digital safety skills. Through targeted awareness campaigns and inclusive capacity-building workshops, the project aims to empower vulnerable groups, improve reporting pathways, and foster safer, more equitable digital spaces across Nepal.
Objectives of Consultancy
To build institutional and organizational capacity to respond to TFGBV through hands-on trainings and the development of practical tools that support ethical, effective, and survivor-centered case handling.
Scope of Work and Key Responsibilities
Under the overall authority of the Head of the UNESCO Office in Kathmandu and the supervision of the Programme Officer for the Communication and Information Unit, the consultant shall undertake the following tasks:
Key Duties and Responsibilities:
- Review and analyze existing Standard Operating Procedures (SOPs) at Public institutions related to TFGBV and digital case handling, and recommend improvements.
- Design and deliver four targeted capacity-building workshops for institutional staff, tailored to promote survivor-centered, legally sound, and digitally informed case handling.
- Develop and facilitate a 2-day training for selected support organizations (4–6) that provide frontline GBV or legal/psychosocial services.
- Create two practical, easy-to-use guides
5. Establish a moderated WhatsApp group for trained organizational local staff to encourage peer learning, resource sharing, and real-time informal support.
6. Prepare and submit reports on both training initiatives, including feedback, learning highlights, and strategic recommendations for sustainability.
Required Qualifications and Experience
- Master’s degree in Gender Studies, Psychology, Human Rights, Cybersecurity, Law, or a related field.
- Minimum 6 years of experience in GBV/TFGBV prevention and response.
- Proven training experience with law enforcement and/or civil society organizations.
- Knowledge of Nepal’s cyber laws and survivor-centered response models.
- Familiarity with trauma-informed care and digital safety principles.
- Excellent facilitation and writing skills.
- Fluency in English and Nepali (spoken and written).
- Ability to travel to regional locations as needed.

About the MBMF2 programme
Plan International Finland implements the MBMF2 programme funded by the Finnish Ministry for Foreign Affairs (MFA) from 2022-2025 in Ethiopia, Uganda, Mozambique, Zimbabwe, Laos, and Myanmar, as a continuation of the earlier programme MBMF1. It is implemented in country by Plan International Country Offices and 31 Implementing partners, including Organisations of Persons with Disabilities (OPDs), Community-Based Organisations (CBOs), youth-led and women-led organisations.
Scope of the Assignment
The consultant/team of consultants is expected to lead the design and implementation of the final evaluation of the MBMF2 programme, implemented in 6 countries. This assignment is home-based, without travel.
This process will entail the following main areas of action:
- Design of the evaluation approach, methodology and methods, based on the existing documentation and orientations of these ToR, through a gender-transformative, inclusive and conflict-sensitive lens, and coordination of a participatory and transparent evaluation process
- Punctual technical backstopping at inception phase to review the existing country endline assessments’ sampling strategies, qualitative data collection tools for participants and data quality insurance protocols, and propose adjustments if needed in order to support their quality and alignment with evaluation information needs, before endline assessments are conducted. Note that the endline assessments data collection and analysis are coordinated by PI MEAL staff and under their sole responsibility.
- Collection of qualitative data through the facilitation of online individual and group interactions engaging meaningfully with PI Finland and Country Offices and partners staff, driving learning and reflection within teams and across countries, and contributing to applicable evaluation deliverables.
- Draft of a synthetic evaluation report, highlighting key findings and recommendations at country and programme levels, in an accessible manner adapted to the evaluation’s users.
Selection criteria for consultant(s)
We are looking for a team or an individual consultant with experience and skills required to design and implement this Final Evaluation:
- Documented experiences with evaluations of development cooperation and/or international aid.
- Proficiency in qualitative and quantitative methods of data collection and analysis, including proficiency in statistics
- Expertise on Sexual and Reproductive Health and Rights
- Expertise on gender transformative programming
- Expertise on Disability and LGBTIQ+ inclusion is highly valued and strongly preferred

Roles and responsibilities
Technical Support & Capacity Building- Provide technical guidance on the implementation and use of the Gender-Based Violence Information Management System (GBVIMS) Legacy and GBVIMS+.
- Conduct GBVIMS and GBVIMS+ assessments for new data gathering organizations and prepare implementation plan
- Train and build the capacity of GBV service providers on safe and ethical data collection, storage, analysis, and reporting.

Qualifications and Experience
- Advanced university degree in public health, social work, demography, social science, international development and/or related field.

Position Overview
The Regional Programme Coordinator will work closely with the Regional Director (RD) and regional staff in order to ensure regional programmes and initiatives are on track in line with overall, regional strategic priorities and budget. The coordinator will work in collaboration with JASS’ functional teams (Finance and Operations, MEL and Resource Mobilisation and Funding Partnerships, Communications) to ensure the integration of regional needs and priorities, and alignment to institutional practices. Your Qualifications
- Deep understanding of Southeast Asia context and commitment to social justice movements.

- Experience in strategic thinking, planning, budgeting, and program management.

The Global Survivors Fund (GSF) was launched in October 2019 by Dr Denis Mukwege and Nadia Murad, 2018 Nobel Peace Prize laureates. Its mission is to enhance access to reparations for survivors of conflict-related sexual violence around the globe, thus responding to a gap long identified by survivors.
Position Responsibilities
International Advocacy and Policy
• Support the implementation of the advocacy and policy strategy on children affected by conflict-related sexual violence, in close collaboration with the Knowledge Praxis Hub Lead, the Head of National Advocacy and Technical Support, the Head of Projects for Interim Reparative Measures and other colleagues, including the Head of Communications;
• Strengthen GSF’s resources and knowledge on the rights and needs of children affected by conflict-related sexual violence and support the production of a manual on their participation in reparation processes, in close collaboration with the Knowledge Praxis Hub;
• Support the organisation of, and attend, strategic advocacy events, support the organisation of an expert roundtable to inform the development of the manual on the participation of children affected by conflict-related sexual violence in reparation processes;
• Support the drafting of policy and advocacy documents, or other submissions (amicus, policy briefings, infographics, podcasts, etc) to respond to key advocacy and policy opportunities identified by GSF, under the supervision of the Head of International Advocacy and Policy;

The High-Level Political Forum on Sustainable Development (HLPF) in 2025, convened under the auspices of the Economic and Social Council, will take place from Monday, 14 July, through Wednesday, 23 July 2025. As part of this process, the Women’s Major Group (WMG) develops a Position Paper annually to highlight key priorities and perspectives from feminists and women’s rights activists worldwide on the implementation of the SDGs. Scope of Work
The selected Consultant will be responsible for:
· Preparing methodologies for gathering input for the position paper from WMG members. (Note: WMG will already start collecting inputs from members earlier, so there will be a set of inputs to bring together at the start of the consultancy).
· Supporting the collection of inputs from WMG members throughout the course of the consultancy, in various formats, in collaboration with the WMG Secretariat and OPs.
· Tracking and coordinating inputs from WMG members and following up with WMG

Trans rights YouthThe OrganisationGendered Intelligence (GI), established in 2008, is a registered charity that works to increase understandings of gender diversity and improve the lives of trans people*.
We are a trans-led and trans-involving grass roots organisation with a wealth of lived experience, community connections of many kinds, and a depth and breadth of trans community knowledge that is second to none.
The RoleYou will be leading youth groups for trans young people, providing face-to-face delivery (in London) and development of our trans youth work service.You will:- Identify the needs of young trans people of colour and design a programme of activities with the aims of meeting these needs
- Deliver sessions which reflect the needs of young people in relation to community and belonging, pride and confidence, resilience and managing setbacks
- Work towards our organisation’s goals of improving gender diverse lives and increasing understandings of gender diversity
- Maintain accurate summary reports for sessions, so that these can feed into wider reflections on the service as well as developmental plans
- Manage partnerships that relate to the development and delivery of youth work practices
- Create an empathetic and safe environment for trans young people - an environment that our young people describe as “acceptance without expectation”
Essential- Relevant experience and qualifications in youth work provision and delivery in LGBT voluntary sector and/or mainstream services.
(This could include an NVQ level 3, certificate level 4, or degree in youth work youth & community work, play work, health and social care, mental health, education, community arts etc. It could also include significant experience working in youth work settings and being in charge of young people’s spaces even if you don’t have a formal qualification.)- Experience of facilitating diverse groups of young people both in workshops and more informal ‘free-time’ style spaces
- Experience collaborating within a team and adeptly handling aspects such as teamwork, relationship management, shared responsibilities, conflict resolution, and other team-related challenges
- In-depth experience of working with young people, including supporting with wellbeing and mental health
- An in-depth knowledge and intersectional understanding of the challenges facing young trans people
- Knowledge of current legislation and safeguarding procedures relating to children and young people, including the Children’s Act 1989 and 2004 and the Children and Young Person’s Act 2008, and how these relate to the role
- Excellent communication skills, with the ability to communicate tactfully, sensitively, and compassionately both verbally and in writing to individuals accessing GI's services
- Capacity to observe, reflect, and evaluate situations involving young people in real-time, and implement appropriate responses promptly and effectively
- Ability to manage your own time, prioritise a varied workload and deliver work to deadlines in a fast paced environment
- Ability to maintain boundaries and confidentiality in challenging situations and exhibit resilience under pressure
- Ability to work independently and autonomously, demonstrating effective risk management skills
